“…Both socio-cultural place analyzes and area-oriented work are thus concerned with lifting people's wants and needs into decision making, and in the latter case to lift the whole area socially and economically. However, these initiatives are criticized for focusing more on beautification of surroundings, construction of new attractions and places people can meet (Oslo municipality 2016, p.16;Ruud et al, 2011). Thus, a key challenge when striving to obtain and let contextual knowledge matter, is to bridge the seemingly deep gap between the physical and the socio-economic-cultural by linking planning and its tools and measures with welfare and broader social measures that directly affect people's living conditions and contribute to social equity.…”

“…This is important point since area-based strategies are the solution politicians in Oslo turn to as remedies to the challenges identifies in ongoing debates about an ethnically divided city (Bøhler 2011). The area-based initiatives in the Grorud Valley, however, do not seem to have any visible effects on the demographic composition and social conditions (Ruud et al 2011). Academic, media and political discourses M ost of those expressing concerns over marginalized and angry "ghetto" residents in Norway are non-academics, and such debates have been ongoing since at least the 1980s. Before we discuss the public debate of 2009, it is important to situate it within larger scholarly debates.…”
