Methodology for Performing Territorial Sea Baseline Measurements in Selected Waterbodies of Poland

Abstract: Baselines are used to establish the maritime boundaries of a coastal state which include the territorial sea, contiguous zone, exclusive economic zone and continental shelf; thus, they are instrumental in implementing state maritime policy. For Poland, as well as in other coastal states, baseline determination can be considered from both a legal and measurement-related point of view. This paper discusses an effective and optimal method of performing bathymetric measurements to enable territorial sea baseline d… Show more

“…The process of removing erroneously recorded depths was carried out by a manual method using Cloud Compare software. Next, the selected depths had to be referred to the so-called chart datum which, for the PL-KRON86-NH height system, amounts to 508 cm [50]. To do so, the following formula should be used:…”

“…During the study, the sea level was rather stable and ranged from 472 to 476 cm in relation to the Kronstadt height system (PL-KRON86-NH). Relevant data were acquired from a tide gauge station located in Gdynia, 10 km north of the Sopot pier, which is closest to the location of measurement performance [49,50].…”

“…During the surveys, the water levels recorded at the Gdańsk Port Północny (at a distance of 9.7 km from Sopot) and Gdynia (at a distance of 7.8 km from Sopot) gauging stations were identical and were adopted for the reduction of depth measurement to the chart datum. The methodology for considering water level measurements during hydrographic surveys is described in detail in [45][46].…”

“…The other issue concerns the methodology of hydrographic measurements on ultra-shallow waters (of the depth below 1 m), i.e., where the baseline is situated [14]. No international standard defines a method of baseline determination, but minimal quality requirements for such measurements are set out in the International Hydrographic Organization (IHO) S-44 standard [15].…”
