Environmental issues such as water scarcity are typically multidimensional problems, and resolving them requires a systems-based approach and socio-technical innovations. This article applies the “Problem-oriented Innovation System (PIS)” as a new approach to resolve water scarcity problem. In Iran, this has not been the case as natural water scarcity along with decades of mismanagement has turned water scarcity into a national crisis and caused several interrelated socioeconomic problems. Using case study, in this article, Iran’s water scarcity is analyzed to see how the PIS is able to help resolve this problem. Results indicate that the inefficient management and monitoring the water scarcity and lack of appropriate standardization and tariffs are the most important system failures of the water scarcity PIS in Iran. Also, the most important policy implications are moving toward decentralization in water management based on a participatory approach and establishing a national drought monitoring system.

IntroductionCardiovascular diseases are a multifaceted and complex problem in the health system that can change the priorities of the economic, social, and even political systems of countries. Therefore, as a grand challenge (GC), its management requires adopting a systematic, interdisciplinary, and innovative approach. In Iran, the most common causes of death, have changed from infectious and diarrheal diseases to cardiovascular diseases since 1960.MethodsIn this study, the novel framework of the problem-oriented innovation system (PIS) has been used, and cardiovascular diseases in Iran have been selected as a case study. To this end, first, the main challenges related to cardiovascular diseases in Iran were identified in two layers of “governance-centered” (including legal and policy gaps, insufficient education, financing, lack and unbalanced distribution of medical personnel) and “society driven” (including unhealthy diet and lifestyle, uncontrolled and hard-to-regulate factors, and high costs) through a library research. Then, the functional-structural framework of the problem-oriented innovation system was used to analyze cardiovascular diseases and provide policy recommendations.ResultsThe findings indicate that based on the eight functions of the problem-oriented innovation system, an important part of cardiovascular diseases can be managed and controlled in three short-term, medium-term, and long-term periods.ConclusionIncreasing public awareness in the form of university courses, participation of the government with the private sector in building and equipping specialized cardiovascular centers, creating an electronic health record from birth, implementing a family health plan focusing on less developed areas, supporting agriculture and guaranteeing the purchase of agricultural products and healthy food, increasing the capacity of accepting students in medical and paramedical fields, and allocating pharmaceutical currency in the form of pharmaceutical subsidies directly to cardiovascular patients, are among the most important policy recommendations for this grand challenge.

Technical and Vocational Education and Training for Producing Graduates with Necessary Skills on Demand of Labour Market: The Moderating Role of Labour Market Information

This study analyzed the effects of technical and vocational education and training in acquiring graduates with the necessary skills that are labor market on demand. This analysis came following many graduates completing TVET college studies but finding they are not conforming to the skills a labor market is in demand with. To address this gap, the study used quantitative research approaches. While the research design was explanatory, the sampling technique was simple random sampling from a population of 3000 unit of analysis: students, graduates, tutors, and management staff from 3 selected NACTVET colleges, and 254 samples of respondents was obtained. Moreover, data collection from the sample extracted used a questionnaire. Before actual data analysis, a pilot survey, data cleaning, and factor analysis were conducted. The actual data analysis employed multiple linear regression from which the results were:-TVET-theoretical, practical, and behavioral attitudinal education found to be positively and significantly related to the production of resourceful graduates if the labor market information is intruded in the model system. These analytical results suggest that education stakeholders, policymakers, and curriculum developers adopt the model this study introduced by calling for the moderation role of labor market information.
