According to the scientific papers of the Russian scientists, the parameters for assessing the quality of economic space are population density, spatial connectivity and location of production. The parameter of the spatial connectivity is considered. In most of the Russian scientific papers, the term “the spatial connectivity” is determined by the level of transport networks development. In most Russian scientific papers when forming models for assessing the spatial connectivity of regions, the issue of territorial connectivity by information and telecommunication networks is not investigated. The papers analyses the main characteristics of the concept of regional space connectivity and its properties. An econometric analysis of statistical data on indicators characterizing information and telecommunication networks for each of the regions of the Siberian Federal District has been carried out. The mathematical model and an algorithm for automating the procedure for calculating statistical indicators in the Python language in the Spyder programming environment were proposed for calculating the indicators. The most and least developed regions within developing the information and telecommunication networks have been identified. The resulting mechanism for determining the level of development of information and telecommunication networks will be useful for monitoring the territory and drawing up a passport of an each region.

Теория и практика экономики и управления Оценка доступности транспортных услуг для населения региона 1 В статье рассмотрено изменение параметров физической и экономической доступности транспортных услуг для населения Дальнего Востока России. К характеристикам физической доступности отнесено изменение конфигурации транспортных сетей по видам транспорта, изменение маршрутной сети и т. д. Оценка экономической доступности рассматривает относительные изменения покупательной способности среднедушевых доходов населения относительно динамики усредненных транспортных тарифов на воздушные перевозки экономическим классом, железнодорожный транспорт дальнего следования и пригородный и т. д. На основе предлагаемого подхода автором сделаны расчеты и представлены полученные оценки динамики отдельных показателей доступности транспортных услуг, дана их интерпретация.

The article presents the results of a study of the theoretical aspects of the development of the strategic planning system in the Russian Federation. The Russian and foreign experience in the formation of approaches to the planning of economic activity and the development of territories since the beginning of the 20th century is considered and summarized. Formed periods circuit approaches to strategic planning in modern Russia, highlighting their key features. As a result, the authors proposed a new approach to the development of strategic documents of the territories, based on the formation of the image of the future. Purpose of the study: to summarize domestic and foreign experience in the field of strategic planning, and, on this basis, to identify areas for improving approaches to territorial planning in modern conditions. Methods: Comparative analysis and generalization of world and domestic experience, data grouping and evaluation of their content. The result of the analysis was the identification of promising areas for the further development of the theory and methodology of strategic planning of the territories of the Russian Federation. Practical implications. The results can be applied in the development of the methodology of strategic planning of the territories of Russia, based on the formation of the image of the future of local communities.
