Measuring the Vulnerability of Subnational Regions in South Africa

Abstract: A small but growing literature has been concerned about the economic (and environmental) vulnerability on the level of countries. Less attention is paid to the economic vulnerability of different regions within countries. By focusing on the vulnerability of subnational regions, this paper contributes to the small literature on the “vulnerability of place”. They authors see the vulnerability of place as being due to vulnerability in various domains, such as economic vulnerability, vulnerability of environment, … Show more

“…Previous empirical literature on natural disasters, vulnerability and resilience has typically focused on the national level (see for example Adger, 1999, Brooks et al 2005, Cutter and Finch, 2007, Cordina, 2004, Guillamont, 2009, Naude et al, 2009) and sub-national levels (see for example Adams et al 1998, andRayhan, 2008). Our study is important and different in that we apply a human security…”

“…Sometimes marginal effects, or elasticities, of an intervention are calculated using fixed effects or random effects for each subgroup (Fay, Leipziger, Wodon, & Yepes, ). A similar approach has been used to assess economic vulnerability to exogenous economic and natural shocks at the national (Guillaumont, ) and subnational level (Naudé, McGillivray, & Rossouw, ). The latter case study used South Africa to illustrate the Local Vulnerability Index (LVI), which is the absolute value of the residual of a regression of variables associated with vulnerability on subnational per capita income (Naudé et al., ).…”
