Measuring the seismic vulnerability of strategic public facilities: response of the health‐care system

Abstract: Strategic public buildings must be made as efficient as possible to allow for emergency operations, like search and rescue activities, taking care of victims, and evacuation. Looks at strategic public buildings as part of urban and regional systems. Addresses factors such as physical vulnerability to a seismic event, location, accessibility, interaction with the soil, links with other public facilities, and the way the latter are used under normal conditions. Considers whether public facilities can continue pr… Show more

“…Others have worked toward better and more accurate mapping of identified hazards (Morrow 1999;Flax et al 2002;Bankoff et al 2004). Narrower approaches, singular systems and particular hazards have also had some attention, for example Menomi et al (2000) examined the vulnerability of public health care facilities as they related to seismic risk. In their 1997 piece, Church and Cova (1997) used a GIS-based model-to-model community evacuation issues.…”

“…They have used system dynamics modeling to quantify the interdependencies of critical infrastructures and to evaluate plans to compensate for vulnerabilities. Menoni et al (2000) and Arboleda (2006) have assessed the vulnerability of health care facilities during disaster events. Physical damage to these facilities or disruption of their operations or supply chains could prevent a full, effective response to a disaster and exacerbate the outcome of an emergency situation.…”

“…It is based on a series of techniques for determining the hazards that may affect a particular community and their possible impact and determines the factors that make a community vulnerable to emergencies and disasters by analyzing its social, infrastructural, economic, and demographic composition (Yahmed and Koob 1996). Many systems and services, such as lifelines, are vital for health care facilities, so vulnerability assessment should be extended to them (Menoni et al 2000). In risk assessment procedure, possible health damage should be identified and characterized.…”
