A misincentive is characterized as an incentive producing the opposite effect of motivating or preventing some specific action. In some circumstances, contract penalties such as sanctions and fines on late delivery or low-quality software encourage the irregularities instead of preventing them from occurring. The present study models misincentive behaviors in Information Technology Outsourcing (ITO) transactions as a Principal-Agent problem. Considering the non-linear relationship in software vendors’ cost structure and the client’s sensitivity to the product/service quality and delivery time, we offer theoretical modeling elucidating the best responses on agreements under incomplete and asymmetric information. Some empirical evidence of contractual misincentives is reported in outsourcing arrangements between private institutions and public administrations in Portugal. The contracts were divided into three categories: pure contracts with no incentive clauses, contracts with no explicit monetary penalties, and contracts under explicit sanctions. The results suggest that the knowledge of the penalty reduces the Agent’s uncertainty about the Principal’s cost structure and might lead them to intentionally delay the delivery of the technology.

Low-carbon economy is not only an important topic for the globe but also a serious challenge for China with its economy entering a new level. Based on the DEA-undesirable model and Malmquist index model, urban agglomeration of the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater Bay Area from 2010 to 2021 were selected as research samples. Based on that, a panel generalized method of moments model was constructed to analyze the effects of the education level, technological development, and their interaction on urban carbon emission efficiency. It found that 1) the carbon emission efficiency of the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater Bay Area urban agglomerations shows a steady growth trend, but the overall level is low and there are regional differences, among which pure technical efficiency mainly limits the improvement of comprehensive efficiency; 2) the education level and technological development have a high positive correlation on urban carbon emission, and their interaction is conducive to the improvement of carbon emission efficiency. The carbon emission efficiency has a significant advantage under the influence of control variables, such as the economic development level, industrial structure upgrading, opening-up degree, and Internet penetration rate. 3) According to the economic dimension and population dimension, the samples of the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater Bay Area were divided into large cities and small cities, and regression results showed no substantial changes. It shows that the research conclusion is scientific. According to the aforementioned conclusion, this paper puts forward corresponding countermeasures and suggestions.

For strategic reasons, benchmarking best practices from efficient competitors is not usual in many data envelopment analysis (DEA) applications. Even for industries composed of multiple branches, providing information about efficient practices for their peers can jeopardize results for those branches if they compete for market, resources or recognition by the central administration. In this work, a time-series adaptation for the DEA directional model is proposed as an alternative for coping with this problem.The methodological approach has three stages for this benchmarking to occur: Data, Information and Knowledge Extraction. In the first stage, we compare the same unit in different moments to identify efficient periods instead of efficient competitors. As a result, successful performance strategies are investigated using the bibliometric coupling of employees' relevant statements in the second and third stages. The application in a branch of the Brazilian Federal Savings Bank allowed an internal benchmarking of efficient periods when specific performance incentives, innovative processes, competitive strategies, and human resource changes were adopted for improving the unit's performance.
