Persistence of walking in Chile: lessons for urban sustainability

An extensive body of work from the urban planning, health, and other disciplines has documented the importance of walking to urban sustainability from health, safety, security, environmental and other perspectives. These studies come mainly from countries in North America and Europe, where the majority of the population relies on cars for transportation. Notwithstanding, in many countries in the Global South, walking remains a majority transport mode, while cars increasingly dominate the urban streetscape, but are accessible only to a minority of the population. Chile provides fertile terrain for studying this phenomenon. This article reviews current practice and recent research of walking in Chile, in light of international findings regarding walkability, equity and urban sustainability. To elaborate an overview of the depth and breadth of walking in Chile, an interdisciplinary team conducted a literature review, examined relevant case study material from experience from Chile and in particular from Santiago, and triangulated this mainly qualitative data with results from the origin-destination survey applied in Chile's main cities, Chilean traffic safety data) and results from official transport reports of other Latin American cities [Tirachini, A. (2019). South America: The challenge of transition. In J. Stanley & D. Hensher (Eds.), A research agenda for transport policy. Northampton, MA: Edward Elgar Publishing]. Findings show that despite priority public investments that have largely prioritised infrastructure for cars, walking in Chile has remained as the majority transport mode up until today, especially for lowermiddle income groups, and particularly for care-related tasks performed mainly by women. In this sense, walking in Chile has proven remarkably persistent. The importance of walking as the main transport mode, against the odds, reflects economic, cultural, and urban form determinants, which are explored in this article. Furthermore, a recent upsurge in public interest and community design initiatives to improve walking, particularly the generation of a Chilean approach to "complete streets" has emerged, opening up opportunities to challenge Chile's version of automobility in favour of more equitable, active and public transportation modes. There is, therefore, in Chile an opportunity to prioritise the walking mode, improve infrastructure for walkers and build from preserving current high pedestrian modal shares, ARTICLE HISTORY

Streets function as the place for interaction and communication, transportation, social and commercial activities for the general public. The concept of 'complete street' is gaining popularity worldwide. This study has assessed the current conditions of various functional streets' categories in selected neighborhoods in Riyadh to examine the applicability of complete streets concept on streets within and outside neighborhoods. Recent policy shift in Saudi Arabia includes huge government outlays for public transportation, humanizing neighborhoods, promoting walking as a healthy lifestyle and rising fuel prices would create a positive atmosphere for the implementation of complete streets' concept. Reclaiming streets to all users would be an important objective especially in cities that have been characterized as auto-dependent for decades. There is a need to reprioritize community development objectives for a more sustainable and livable environment.

resumo | A maior ocorrência de congestionamentos viários e os agravos à saúde pública e da redução da qualidade ambiental urbana, são fatos notórios produzidos pela ampliação do uso de automóveis nas cidades brasileiras. A conscientização da sociedade em torno desse tema resultou que fosse sancionada a Lei Federal 12.587/2012, que instituiu a Política Nacional de Mobilidade Urbana (pnmu), com o objetivo de elaborar políticas e planos locais de mobilidade sustentável. Neste artigo, os princípios, objetivos e diretrizes da pnmu são cotejados com os princípios projetuais derivados das complete streets, já estabelecido e largamente utilizado na América do Norte para reorganização de redes viárias. Verifica-se que o conceito exibe conformidade à pnmu e que, portanto, pode ser uma medida de política e uma ferramenta projetual que apoie a consecução dos objetivos da Lei. Conclui-se o artigo com uma aplicação dos princípios das complete streets a um tramo viário em Natal, rn, Brasil. palavras chave | desenvolvimento sustentável, mobilidade, planejamento urbano. abstract | The increase in the number of cars used in Brazilian cities resulted in an aggravation of road congestion, impacts on public health, and environmental quality. The awareness around this issue resulted in the decreed of the Law 12.587/2012, which led to the National Urban Mobility Policy (pnmu). In this paper, the principles, objectives and guidelines of the pnmu are compared with the design principles of complete streets policies, already established and widely used in North America for the reorganization of road networks. It is found that the concept exhibits compliance to the pnmu and that it can be a policy measure and a design tool that supports the achievement of the objectives of the Law. The article concludes with an application of the principles of complete streets on a road in Natal, rn, Brazil. keywords | sustainable development, mobility, urban planning.
