Background: Gains in bank efficiency improvement have widely been regarded as one of the most effective and efficient means of ensuring sustainability of a financial system. Aim: This article proposes a relative dynamic two-stage network data envelopment analysis model for measurement of bank efficiency based on the slack-based measure. Setting: Twenty-seven banks in Ghana during the period of 2009–2014. Methods: By considering simultaneous processes within the framework of two-stage data envelopment analysis, the slack-based measure approach identifies the sources of inefficiency in the banks. Results: In the empirical analysis, non-performing loans are an undesirable output in one production process, which should also be treated as a carry-over factor; that is to say, some non-performing loans from the preceding year can be collected in the current year. The carry-over factors should be used to indicate the presence of performance gaps that exist in the banks. The proposed model was used to measure the efficiency of the 27 banks in Ghana during the period of 2009–2014. We also present useful suggestions for improvement in bank efficiency based on the empirical results. Conclusion: The 27 main commercial banks in Ghana are far from efficient. For all banks, the efficiency score in the second stage is much higher than that of the first stage. That means more attention should be paid to the first stage of production in order to increase the banks’ efficiency.

Government R&D investments are steadily increasing with the perception that R&D plays an important role in technological innovation and sustainable economic growth. In particular, because biotechnology is recognized as one of the next growth engines, the Korean government has recently increased their investment in biotechnology R&D. However, careful analysis of the efficiency of government-sponsored R&D projects is still lacking. In this paper, we measured the technical efficiency and technology gap ratio to investigate the efficiency of Korean government-sponsored R&D projects of 16 sub-biotechnologies from 2007 to 2013 using a metafrontier Data Envelopment Analysis approach. There was no improvement in overall efficiency between 2007 and 2013. Biochip development technology has been the most efficient sub-biotechnology field and the least efficient fields have been biotechnology product safety and efficacy assessment technology. Medical science and engineering is the closest to optimal production technology among sub-biotechnologies. The efficiency of universities and government-funded research institutes is high, while the efficiency of companies is relatively low. The results suggest that the government should improve the R&D planning process and establish a customized R&D investment strategy that considers the characteristics of technologies and the seven organization types of R&D conductors to increase R&D efficiency.

This study presents data envelopment analysis (DEA)-based systematic and simultaneous performance measures for research and business development (R&BD) and internal processes. In particular, we focus on the relationship between the research and development (R&D) process and business development (BD) process in evaluating R&BD overall performance, and provide effective guidelines for relatively underperforming decision-making units to help them establish an optimal strategy to increase their performance. To that end, we develop a two-stage network DEA model based on performance measures by defining variables and transforming R&D and BD performances into a serial network structure. In addition, based on the proposed method, we present a practical application of R&BD performance measurement for Korean public organizations, specifically public research institutes and universities.
