This paper aims to provide a framework for policy-makers and transportation and urban design professionals to evaluate alternative urban plans and infrastructure design, allowing them to select a set of locally relevant indicators to help assess scenarios considering sustainable development and overall system performance improvement in line with specific project goals. Using methods of systematic review, content analysis, multi-criteria analysis, and expert consultation, a three-level goal system is proposed, leading to the generation of 64 Key Performance Indicators (KPIs), both qualitative and quantitative, and an indicator set of 227 items. To allow stakeholders to apply their own set of indicators, the approaches and tools of measuring these indicators as well as the ways of using this indicator set are presented to assist decision-makers in evaluating and choosing optimal plans and designs.

To resolve environmental and social problems and traffic congestion, a sustainability evaluation of transportation infrastructure should be done for current and proposed situations. The aim of the present investigation is to evaluate the sustainability of infrastructure project on system interchange and assess their results with respect to sustainable development indicators. Based on interviews with experts, intensive observation, and development infrastructure related to the case study, six proposed scenarios are proposed to improve traffic condition of the Sheikhfazolah-Yadegar interchange in Tehran. The proposed scenarios are modeled and calibrated in AIMSUN 8.0, then the value of all indicators are determined through an indirect and direct procedure by AIMSUN results. A technique for order of preference by similarity to ideal solution (TOPSIS) method is used to integrate the results of proposed indicators. Although the weight of each indicator specifies its effect in sustainability evaluation, changes intensity of indicator value was not applied in sustainability evaluation by the previous methods of multi-criteria decision analysis (MCDA). In this study, for the first time, a simplified approach is defined and used to evaluate sustainable development of all scenarios that can apply the effect of changes intensity in sustainability evaluation. This method is named the applied effect of changes intensity in each indicator (AECIEI). According to the purposes of Tehran vision in 2025, all proposed scenarios are ranked based on TOPSIS results and the simplified approach, and then results of these methods are compared.

Measuring performance of Sustainable Urban Transport is an important effort to face the challenges of future trends. This study used Geographic Information System (GIS) application for modelling the performance of Sustainable Urban Transport (SUT) in the Jakarta city Region (JCR). The GIS applications include identifying the existing performance of SUT in Jakarta city, exploring the relationships between indicators of SUT, and producing a prediction model of SUT. Research methods used in this study were GIS techniques with geo-reference, classifications, polygon to raster, re-classifications, sum-weighted, ordinary least square (OLS), exploratory regression, and geographic weighted regression (GWR). The results revealed that the SUT model have more capability in measuring the performance of SUTs spatially and simply. This model is to visualize the effect of the indicator on the SUT performance and its influence, respectively. The results of this study also discovered that the JCR’s Sustainable Urban Transport Performance was in medium level. The outputs of this modelling were useful for evaluating the level of SUT performances in the city based on districts area. Overall, this study provides valuable information on the SUT performance of the JCR, also highlights some important challenges faced in the future of SUT program development.
