Measuring IRB Regulatory Compliance: Development, Testing, and Use of the National Cancer Institute StART Tool

Abstract: Institutional review boards (IRBs) have been criticized for overstepping their authority by requiring research protocols to meet requirements that go beyond regulatory approval criteria.
