Measuring Gubernatorial Budgetary Power

Abstract: Numerous scholars have considered the relationship between gubernatorial power and political outcomes. In fact, gubernatorial power has been used as a key explanatory factor in analyses of topics such as gubernatorial approval, divided government, regulation, and even individual political behavior. The key to these studies is the precision with which scholars can measure gubernatorial power and many such studies rely on the Formal Powers Index (FPI)-a measure maintained by Beyle. In this article, we reconsider… Show more

“…This expansion of the public sector triggered a reorganization of administrative agencies across the states, concentrating new budget, administrative, and policy authority in state executive branches (Beyle and Ferguson 2008;Council of State Governments 1950;Citizens Conference on State Legislatures 1971;Rosenthal 2009;Kousser and Phillips 2012;Krupnikov and Shipan 2012). To oversee the management of these increasingly complex bureaucracies, governors across the states professionalized the organizations of their executive offices, hiring new staff to maintain the full-time management of administrative agencies.…”

“…We use linear interpolation to fill in the gaps between years in our data set. Krupnikov and Shipan () show the Beyle index is problematic over time because budgetary power is measured differently beginning in 1994. In a robustness check, we drop years prior to 1994 (i.e., 1993), and our results are unchanged (see Table in the online supporting information).…”

“…We also include an indicator that measures the governor's power in the budgetary process. Specifically, we utilize the index created by Krupnikov and Shipan (2012) that extends the well-known Formal Powers Index developed by Thad Beyle (2003). Their work includes: (1) the governor's ability to spend federal funds without legislative approval, (2) the governor's line-item veto power, (3) the governor's power to reorganize departments related to the budget without legislative approval, (4) the governor's ability to reduce the budget without legislative approval and (5) whether the governor has authority for budget preparation (Krupnikov & Shipan, 2012, p. 446).…”
