This study examines the regional characteristics of energy or fuel poverty in Japan through a new approach, i.e., evaluating energy poverty via the direct measurement of energy service usage. This measure is a kind of relative poverty measure in calorific value, with multiple thresholds reflecting the diverse energy needs of households. The analysis sheds light on several unexplored issues in previous literature. Most notably, the result emphasizes the role of kerosene (heating oil) in securing warmth in winter, especially in the northern regions, and highlights an "energy poverty premium" in Japan on the unit cost of energy (per amount of heat). This study also suggests that the ongoing energy transition from fossil fuels to renewables should be promoted carefully with due consideration to the detrimental impact on the energy poor.

This study is the first proper attempt to examine the influence of energy poverty on productivity. Specifically, the study investigates the effects on the level and convergence of total factor productivity of no access to clean fuels and technologies for cooking; no access to electricity in the total population; no access to electricity in the rural population; no access to electricity in the urban population; non-renewable electricity production; and non-renewable electricity consumption. The study examines a global sample of 45 developing countries from 2002 to 2017 and offers three empirical analysis findings. First , the mutual causalities between the five dimensions of energy poverty and total factor productivity are shown by a non-Granger causality test for panel data, except one-direction causality from no access to clean fuels and technologies for cooking to total factor productivity convergence, which hints a ‘vicious cycle’ of two variables. Second , the two-step system generalised method of moments estimates show significant negative impacts of no access to clean fuels and technologies for cooking and the three variables of no access to electricity on total factor productivity. In contrast, the production and consumption of non-renewable electricity appear to have significant positive effects. Third , the three-stage least squares estimates provide statistical evidence that the effects of energy poverty on total factor productivity are transmitted through human capital accumulation, Internet usage, and the shadow economy. <p>En la presente comunicación se presenta la evaluación de un índice de pobreza energética para Argentina y sus aglomerados urbanos durante el periodo 2003 - 2018. El índice mantiene una definición empleada por la Unión Europea mediante la cual se compara el ingreso total familiar y los gastos que realiza un hogar para acceder a las fuentes residenciales de energía secundaria. Para evaluar el indicador se ha construido una base de datos con información, poblacional, de consumo energético residencial y tarifaria provenientes de, ENARGAS, Ministerio de Energía de la Nación, CAMMESA y distribuidoras de energía eléctrica. Los resultados indican un amplio aumento de la pobreza energética durante el periodo 2015 - 2016 a nivel nacional, siendo de un 0,8% a un 15,1% y una baja cobertura de la Tarifa Social sobre los hogares en esta situación, (entre el 42,2% al 66,3%, dependiendo del cumplimiento del requerimiento de titularidad del servicio energético). En este contexto, marcado por el aumento tarifario, el desarrollo de la matriz energética de base renovable para el sector residencial se presenta como una alternativa válida para acompañar las políticas de inclusión social - energética.</p><p> </p>
