Purpose The purpose of this paper is to present and evaluate the performance of innovation systems by considering two indicators of efficiency and effectiveness. The scope of the evaluation is globally and due to the situation of each country, the suggested strategies are proposed to maintain the status quo or move toward the desired situation for countries. Design/methodology/approach The approach is to compare and benchmark the countries in terms of the efficiency and effectiveness of their innovation system. The Global Innovation Index report’s input-to-output ratio and the global competitiveness report are used for the assessment. Findings The findings indicate that countries such as China, Switzerland and the USA have an efficient and effective innovation system. However, the innovation systems in countries such as Brazil and Zimbabwe are not only inefficient but also ineffective. The findings also indicate that the innovation systems of countries such as Iran, Armenia and Egypt are efficient but ineffective. Finally, the authors can name Australia, Qatar and Russia as countries with effective but inefficient innovation systems. Originality/value Assessment of national innovation system using efficiency and effectiveness performances is done for the first time at the global stage.

In order to get an accurate understanding of the sustainability of employees’ safety behavior capability, based on the safety behavior influencing factors, 15 influencing factors were identified from the five aspects of safety environment, individual's basic qualities, individual safety quality, individual's behavioral abilities and individual's awareness. Using the decision making trial and evaluation laboratory (DEMATEL) and interpretive structural model (ISM), while studying the relationship between the influencing factors, the paper also analyzes the impact of each index on the sustainability of the individual's safety behavior, finding out the key influencing factors and analyzing the comprehensive influence relations among the factors and constructing a multi-level hierarchical structure model, and finally finding a new way and method to improve the sustainability of the employees’ individual safety behaviors.

The highways in Iraq need to be reviewed and evaluated urgently because of the poor condition of the roads, the lack of maintenance and the lack of services. This study provides specific criteria for assessing the condition of the road and determining the level at which it needs to intervene and perform maintenance. The study also proposes a new system for road management in Iraq, which contributes to providing the necessary funds for the continuity of maintenance work and the provision of services that contribute to the convenience of road users. Six criteria were determined to evaluate the efficiency of the road by conducting a survey of the opinions of engineers and academics specialized in the field of roads and these criteria are (Safety, Road Condition, Geometric Design, Cost, Services and Environment) and using the Statistical Product and Service Solutions Program (SPSS) a model was found that links road quality with these criteria. The Toll Road System (TRS) was proposed to collect tolls from road users. This system was compared with the current system in road management in Iraq using the Analytical Hierarchy Process (AHP) program, and the TRS was considered satisfactory by 75% of the sample surveyed.
