Abstract-Mobile Broadband (MBB) Networks are evolving at a fast pace, with technology enhancements that promise drastic improvements in capacity, connectivity, coverage, i.e., better performance in general. But how to measure the actual performance of a MBB solution? In this paper, we present our experience in running the simplest of the performance test: "speedtestlike" measurements to estimate the download speed offered by actual 3G/4G networks. Despite their simplicity, download speed measurements in MBB networks are much more complex than in wired networks, because of additional factors (e.g., mobility of users, physical impairments, diversity in technology, operator settings, mobile terminals diversity, etc.).We exploit the MONROE open platform, with hundreds of multihomed nodes scattered in 4 different countries, and explicitly designed with the goal of providing hardware and software solutions to run large scale experiments in MBB networks. We analyze datasets collected in 4 countries, over 11 operators, from about 50 nodes, for more than 2 months. After designing the experiment and instrumenting both the clients and the servers with active and passive monitoring tools, we dig into collected data, and provide insight to highlight the complexity of running even a simple speedtest. Results show interesting facts, like the occasional presence of NAT, and of Performance Enhancing Proxies (PEP), and pinpoint the impact of different network configurations that further complicate the picture. Our results will hopefully contribute to the debate about performance assessment in MBB networks, and to the definition of much needed benchmarks for performance comparisons of 3G, 4G and soon of 5G networks.

The Internet is full of middleboxes that change packets and flows. In fact, there is probably no IP or TCP header that is not affected by at least one middlebox. Obviously, middleboxes impede path transparency, i.e., the idea that an exchange of messages results in more or less the same packets, no matter what path the packets takes. But no one seems to have a truly global view of what middleboxes do to packets on what Internet paths, which would however be an essential knowledge for new transport protocols to be successfully deployed.We address these concerns in the MAMI project by building an observatory of path transparency measurements. The project hosts an extensive set of path transparency measurements -we believe it to be the first dataset to deal specifically with middlebox involvement.In this paper, we describe that Observatory and a number of questions that we want to address with the data in that Observatory. Eventually, the project will provide public access to that Observatory so that researchers and the interested public can ask their own questions about path transparency issues and middlebox involvement.

In Europe, net neutrality is guaranteed by the Body of European Regulators for Electronic Communications guidelines, which state that the user's traffic should never be differentiated. However, ensuring that these rules are actually followed is not easy, due to the scale of the problem (the number of operators/providers is large) and to the inherent variability of network conditions. In this paper, we analyze a number of European mobile broadband operators in terms of neutrality. The study is based on measurements collected using the NeutMon tool in Measuring Mobile Broadband Networks in Europe, a large‐scale testbed spanning four European countries. By following an infrastructural approach, important benefits can be obtained with respect to methods based on volunteer‐contributed data: testbed nodes are always available, users' resources are not depleted, and the increased uniformity of devices reduces possible sources of bias. Results show that, despite EU regulations, some operators are not neutral, thus, highlighting the need for a monitoring system.
