Measurement as legitimacy versus legitimacy of measures

Abstract: Purpose -The purpose of this paper is to review the growing emphasis on quantifiable performance measures such as social return on investment (SROI) in third sector organisations -specifically, social enterprise -through a legitimacy theory lens.
