MCDM methods in strategic planning of forestry on state‐owned lands in Finland: applications and experiences

Abstract: The forests in Finland have been under intensive planning for decades. Currently, mathematical programming is widely used in planning of wood production. Today's multi-functional forestry, however, calls for more flexible decision support methods. MCDM tools have been used in responding to fresh planning challenges. For example, the Finnish Forest and Park Service, entrusted with the care of the vast majority of state-owned natural resources in Finland, endeavours to produce large-scale natural resource plans … Show more

“…Nowadays when MCDA is used in participatory planning, the aims are often to describe and understand the decision making problem properly and learn about other stakeholders' perspectives. Thus, there is a need for more attention to the institutional framework and on the communicative and deliberative aspects of a participatory MCDA process, rather than on technical properties and pure numerical outcomes [101][102][103]. As pointed out by Stirling [104], using MCDA in an outcome-oriented rather than a process-oriented way means that we risk "closing down" rather than "opening up" the planning process to the influence of stakeholders.…”

“…The families of ELECTRE [109] and PROMETHEE [110] are the best known outranking methods. They have been applied to forest management [24] and the participatory natural resource planning process [111].…”

Stewart, 2001;Pukkala, 2002).…”
