Market Structure and the Environmental Implications of Trade Liberalization: Russia's Accession to the World Trade Organization

Abstract: We investigate the environmental impacts of Russia's World Trade Organization (WTO) accession with a computable general equilibrium model incorporating imperfectly competitive firms, foreign direct investment and endogenous productivity. WTO accession increases CO2 emissions through technique (−), composition (+) and scale (+) effects. We consider three complementary policies to limit CO2 emissions: cap and trade, emission intensity standards and energy efficiency standards. With imperfectly competitive firms,… Show more

“…CGE models have traditionally been the most effective and most widely used for assessing possible changes in foreign trade (Hertel, 2013), taxation (Dixon and Rimmer, 2016), public expenditure (Holmøy and Strøm, 2013), social security (Fehr, 2016), demography (Zodrow and Diamond, 2013), immigration (Fehr et al, 2013), labour markets , environment (Böhringer et al, 2015), as well as assessing the effects of natural (Shibusawa and Miyata, 2011) and man-made disasters (Rose and Liao, 2005). CGE models are the only practical way to quantify these effects at the level of industries, regions (Giesecke and Madden, 2013), and socio-economic groups (Horridge et al, 2013).…”

“…While some research exists on the economic impact of Russian trade integration (see, e.g., Malokostov and Turdyeva, 2014;Böhringer et al, 2015;Tarr, 2016), the recent literature is limited and this article fills a gap by providing a broad and comprehensive analysis of Russia's integration options. Our approach also differs from standard CGE (Computable General Equilibrium) models where the aim is often to provide numerical predictions on the impact of specific trade policy reforms; e.g., Russian WTO membership where several contributions exist (see, e.g., Rutherford and Tarr, 2006).…”
