Climate change poses an increasing threat to achieving development goals and is often considered in development plans and project designs. However, there have been challenges in the effective implementation of those plans, particularly in the sustained engagement of the communities to undertake adaptive actions, but also due to insufficient scientific information to inform management decisions. Madagascar is a country rich in natural capital and biodiversity but with high levels of poverty, food insecurity, population growth, and exploitation of natural resources. The country faces development and environmental challenges that may be intensified by climate change. The objective of this review is to provide a synthesis of the best-available information regarding climate change impacts on sectoral interests in Madagascar. To do this, we conducted a review of recent literature and conducted formal discussions with development agencies, non-government organizations (NGOs), and other stakeholders. Climate risks in Madagascar include increasing temperatures, reduced and more variable precipitation, more frequent droughts, more intense cyclones, and rising sea levels. We synthesized the observed and projected impacts of climate change on water resources, agriculture, human health, coastal ecosystems, fisheries, and terrestrial ecosystems and ecosystem services, and we discuss ongoing climate adaptation and mitigation activities. Because sectoral challenges and opportunities are linked, coordination among development organizations would be beneficial as they create new climate adaptation and mitigation initiatives.RÉSUMÉ. Le changement climatique présente une menace croissante pour atteindre les objectifs de développement et est souvent pris en considération dans les plans de développement et les conceptions de projet. Toutefois, certains défis sont survenus dans la mise en oeuvre effective de ces plans, en particulier dans l'engagement durable des communautés à adopter des mesures d'adaptation, mais aussi en raison d'un manque d'information scientifique pour étayer les décisions de la direction. Malgré sa richesse en ressources naturelles et en biodiversité, Madagascar est un pays accablé par une grande pauvreté, l'insécurité alimentaire, une forte croissance démographique et l'exploitation de ses ressources naturelles. Le pays fait face à des défis en termes de développement et d'environnement qui pourraient être intensifiés par le changement climatique. Ce document a pour but de présenter une synthèse des meilleures informations disponibles concernant les impacts du changement climatique sur les intérêts sectoriels à Madagascar. The scarcity of surface water resources in the dry season in the Kilinochchi district increases the demand for freshwater. Therefore, the main objective of this study is to delineate potential groundwater zones in Kilinochchi, Sri Lanka, using integrated remote sensing (RS), geographic information systems (GIS) and the analytical hierarchy process (AHP). Groundwater potential zones are demarcated for the Kilinochchi district by overlaying thematic layers: geology, geomorphology, land use/land cover, soil types, drainage density, slope, lineament, and rainfall. The thematic layers were integrated into a geographic information system, and a weighted overlay analysis was carried out to delineate groundwater zones. Thus the resultant map is categorized into five different potential zones: very low (59.12 km2), low (207.78 km2), moderate (309.89 km2), high (507.74 km2), and very high (111.26 km2). The groundwater potential map was validated with the existing seventy-nine wells, which indicated a good prediction accuracy of 81.8%. This suggests that the results obtained by integrating RS-GIS and AHP are well-matched with the existing well water depth. The AHP approach based on RS-GIS was a handy and efficient technique for assessing potential groundwater zones. This research will help policymakers better manage the Kilinochchi district’s groundwater resources and give scope for further research into groundwater exploration in the area.

Examining the Relative Impact of Drivers on Energy Input for Municipal Water Supply in Africa

This study examines supply-side and demand-side drivers of municipal water supply and describes how they interact to impact energy input for municipal water supply in Africa. Several key compound indicators were parameterized to generate cluster centers using k-means cluster analysis for 52 countries in Africa to show the impact of water supply–demand drivers on municipal water supply and associated energy input. The cluster analysis produced impact scores with five cluster centers that grouped countries with similar key compound indicators and impact scores. Three countries (Gambia, Libya, & Mauritius) were classified as outliers. Libya presented a unique case with the highest impact score on energy input for raw water abstraction, associated with largescale pumping from deep groundwater aquifers. Multivariate analysis of the key indicators for 20 countries in sub-Saharan Africa that are either water-secure or water-stressed illustrate the relative impact of drivers on energy input for municipal water supply. The analytical framework developed presents an approach to assessing the impact of drivers on energy input for municipal water supply, and the findings could be used to support planning processes to build resilient drinking water infrastructure in developing countries with data challenges.
