The paper addresses political issues related to policy interventions for food system sustainability. It presents the results of a literature review, which explores how the concept of power has been used so far by scholars of food system dynamics. Articles numbering 116 were subjected to an in-depth qualitative analysis, which allowed the identification of three main strands of the literature with respect to food and power issues: (1) marketing and industrial organisation literature, dealing with the economic power exercised by economic actors in contexts of noncompetitive market structures; (2) articles addressing the power issue from a political economy perspective and by using an interdisciplinary approach; (3) heterogenous studies. The results of the review witness a growing interest for the analysis of food systems, political issues, and the need of a wider use of analytical tools and concepts offered by social sciences for the study of power in sustainability policy design.

El objetivo es analizar la agricultura ecológica como parte de la bioeconomía, con énfasis en la triple base. La metodología es cualitativa, utilizando la Investigación Acción Participativa con comunidades de productores agroecológicos en Tenjo y Tibacuy, Cundinamarca. Se encontró que en la dimensión económica, los productores emplean estrategias como el trueque, circuitos cortos y la producción de insumos propios. Sin embargo, la falta de seguimiento de costos y la ausencia de una marca consolidada son debilidades identificadas. En la dimensión ambiental, se destaca la producción de insumos biológicos y prácticas sostenibles, aunque se señala el uso de envases no sostenibles como una debilidad. La falta de seguimiento de la huella ecológica se identifica como un aspecto a mejorar. En la dimensión social, la agroecología fortalece la comunidad a través del trueque, mercados campesinos y generación de empleo. Sin embargo, la falta de certificación, participación limitada en redes y escaso relevo generacional representan desafíos sociales.

Food system frameworks and approaches are increasingly informing researchers, development practitioners, and policymakers on the sustainable and equitable development of food production, consumption, and the systemic context of these activities. However, there is a disconnect between food systems thinking and decision-making by private organizations in the food value chains themselves, who are indispensable in realizing food system change. Based on a review of food systems frameworks, we identify three drivers of this disconnect, namely (1) misalignment of public and private goals, (2) a mismatch between macro-level and meso-and micro-level activities and interventions, and (3) ultimately identify a need to make food system approaches relevant for value chain actors. Subsequently, based on interviews with actors in the research and policy domains as well as in private companies, we explore if this disconnect may be bridged. In doing so, we distinguish between smallholders, micro-, small-, and medium-sized enterprises (MSMEs), and large companies in the private sector. These actors vary considerably in terms of size, scope, resources and capabilities, take up a different position in the food system, and therefore also require different approaches to leverage their potential for food system change. We close with a discussion of several examples (from around the world) of successful efforts to leverage value chain action for the improvement of food system outcomes.
