Manipulation of profits in Italian publicly-funded healthcare trusts

Abstract: This paper examines the prevalence of earnings management in state-funded Italian health care local Trusts. The Italian setting is unique in that 'balanced-budget' requirements have been put forth by legislators. Furthermore, small negative and positive deviations from the balanced-budget bear different consequences. We find no evidence of manipulation when Trusts post small losses.
