Managing Industrial Adjustment

Abstract: This essay examines the nature of industrial adjustment, Canada's history in dealing with it, and some recent developments in the steel industry that point in new directions. It takes as a starting point the pressure for industrial transformation in Canada both because of declining resource prices and the prospects of free trade.
