Managing for Multiple Resources Under Climate Change: National Forests

Abstract: This study explores potential adaptation approaches in planning and management that the United States Forest Service might adopt to help achieve its goals and objectives in the face of climate change. Availability of information, vulnerability of ecological and socio-economic systems, and uncertainties associated with climate change, as well as the interacting non-climatic changes, influence selection of the adaptation approach. Resource assessments are opportunities to develop strategic information that could… Show more

“…Because adaptation activities in the United States are relatively new, there is little peer-reviewed literature on adaptation actions or evaluation of their successes and failures (Ford et al 2011;Ingram et al 2012;Moser 2009;NRC 2010a). Much of the documentation that does exist is in "grey" literature, such as government reports and planning documents; agency "white" or background papers; and "expressions of interest" reports officially submitted as part of the upcoming NCA process.…”

“…States have become important actors in national climate-related policy efforts, often through the creation of policies and programs that incentivize or inhibit adaptation at other governance scales (Morsch and Bartlett 2011); through the application of pressure on Federal and private entities (Goulder and Stavins 2011); and by serving as laboratories for climate innovation (Feldman and Kahan 2007;Moser 2009). Although many of these actions are not specifically designed to address climate change, they often include climate adaptation components.…”

“…Abundant literature is available summarizing general principles for adapting resource management practices to a changing climate [17][18][19]. However, most of this literature is conceptual [20], partially because it is difficult to scientifically test the efficacy of adaptation actions and because few efforts have connected adaptation concepts with specific resources, places, and people.…”
