Managing COVID-19 in a Novel, Rapidly Deployable Community Isolation Quarantine Facility

Abstract: During the coronavirus disease 2019 (COVID-19) pandemic, Singapore implemented large-scale institutional isolation facilities to contain outbreaks among migrant workers who contracted COVID-19 but did not have the ability to self-isolate. In this article, the authors share their experience operating one of the largest of these facilities.

“…Our CCF emphasised functioning as a mass isolation facility to provide basic medical care and surveillance for COVID-19 patients who were largely well and ambulant; reliance on patient ownership and empowerment through basic health education and self-directed vital sign measurements; looking after the psychological well-being of the patients. A similar patient profile is seen across the CCFs in Singapore [ 19 , 20 ].…”

“…During the month's duration of operation at the CCF@Big Box, only 2.3% (31 of 1341) of patients required transfers back to restructured hospitals for further management. This was comparable to the slightly higher rate of 3.6% (n = 136) of patients requiring transfer back to acute hospitals seen at the CCF@Expo managed by Singhealth [20]. The CCF managed by Woodlands Health Campus reported a transfer-out rate of 0.37%; however, there was no available detail regarding whether this was inclusive of the patients in CCF@Expo managed by Singhealth [19].…”
