The paper explores the existing framework of interaction between representatives of different subcultures in the modern media space. It is emphasized that a significant impact on these processes, according to the authors, has not only the everyday socio-cultural environment, but also the legal field in which there are communicative processes. Communication links between subcultures allow us to trace the degree of mutual influence and interaction of representatives of different ethnic groups, nationalities, state entities, changes in language and its meanings, as well as the technological development of communication itself in the era of post-literacy and "niche" functioning of modern media. It is emphasized that the socio-cultural aspect allows assessing the degree of demand and transformation of cultural stereotypes in the process of interaction of state culture with various subcultural formations. The existing social tension between us is formed in the process of accumulation of negative and / or positive factors and finds its vivid expression in the media sphere and splashes out into the social space in the cultural form (music, art culture, etc.) and in form of mass protests in the framework of the implementation of "subcultural capital" against the dominant stereotypes, imposed by society. Modern communication technologies (Internet, social networks, mobile phone, etc.) have opened not only new spheres of interaction between people, but also constantly confront society with the emergence of social risks, the origins of which are revealed in the potential conflict of meeting the interests and needs of representatives of different subcultures.

The article deals with the problem of interrelation of existing ideological paradigms with the enforcement of environmental standards in industrially developed coal regions. It is emphasized that the tasks of ideology as a reflection of industrial, technological, social and other processes include setting goals, defining standards and rules for the functioning of social institutions, it gives meaning to the actions of individuals, forms the daily consciousness of people, generates large-scale political movements. As a product of the development of society, ideology prescribes a model of development and appropriate design of all social institutions, strengthening control over social practices, including the sphere of management of industrialized regions. Attention is focused on the need for changes in the axiological structure of public consciousness based. Much attention is also paid to the significance of globalization, the development of biotechnologies, and the principles of bioethics, which are considered today as moral and ethical standards for modern scientific and technological progress. The innovative ideology of socio-economic development of modern society should be transformed and focused on the principle of environmentalism, reducing the use of non-renewable resources, diversification, and limiting the use of dangerous technologies. At the same time, special importance should be given to the priority position of the environmental imperative in the legal and normative regulation of industrial production and military technologies. And it is precisely the spread of ideological consciousness as a condition for political choice that, in this situation, becomes a necessary component for the exercise of power and the formation of a new practice of social management in industrialized regions.

Development of rural areas of a coal-mining region in the context of the creation of an agglomeration system

The article is devoted to the study of the problems of the development of rural agglomerations of a coal-mining region. It was revealed that the intensive development of the coal industry leads to negative consequences for the environment, which affect the socio-economic development and the quality of life of the population of a region. The rural areas of the Russian Federation and each individual region are strategic resources, however, the lack of opportunity to meet their urgent needs, difficult living conditions of the rural population, isolation of rural settlements from scientific and technological achievements, poor development of transport infrastructure and communications do not allow unlocking the potential of rural areas. Analyzing the decisions made in recent years by the Government of the Russian Federation to regulate the development of rural areas and the agro-industry, we can conclude about a qualitatively new approach to state regulation of the agrarian sector. At the same time, the financial position of the overwhelming majority of the rural population does not allow contracting house construction mortgage loans. The level of improvement of the rural housing stock is 2-3 times lagging behind the urban one. Coal mining entails disturbance of land, which cannot be further used. It is accompanied by a high incidence of respiratory diseases and cancers, which tends to grow. The resources allocated for welfare programs do not allow the residents in rural areas to significantly improve their living conditions, to increase the availability of social services and their quality. To solve the identified problems, it is proposed to create rural agglomerations, allowing for more efficient and independent development of rural areas; to reduce the overlapping of management functions through streamlining management structures; implement a more equitable social policy for the residents of rural areas.
