This study analyses how various management approaches can be integrated in higher education institutions to improve institutional performance. Strategic management is the basis on which quality assurance is built. The purpose of the quality assurance system is to ensure that the strategic and other objectives of the institution can be achieved. Quality management refers to the processes that the institution uses to maintain and develop the quality of its activities. Higher education institutions need integrated management which includes strategic management, quality assurance, pedagogical management, and process management at the core of management approaches. The internal validity presumes that one of these management approaches leads to another approach that forms a consistent management system. The study argues that structural changes are not sufficient to improve institutional performance, because they are independent of processes. Process management with other management approaches is essential to improve the institutional performance.

This study identifies the responsibilities of the bodies and institutions involved in the implementation of the Bologna Process. They include the levels of Europe, nations, higher education institutions, departments, degree programmes, teachers and students. The future planning is analysed using the Balanced Scorecard approach designed for the communication and implementation of the strategy. The approach is used to analyse the objectives of European education policy from the different perspectives. Strategic planning and quality assurance are most efficient when they are transformed into action at the closest possible point to teaching and learning.

PurposeThis study aims to present a general conceptual framework which can be used to evaluate quality and institutional performance in higher education.Design/methodology/approachThe quality of higher education is at the heart of the setting up of the European Higher Education Area. Strategic management is widely used in higher education institutions and is a strong candidate for the general framework of management. The balanced scorecard approach has been designed as a mechanism to communicate and implement the strategic plan and make it more understandable to stakeholders.FindingsThe concepts of quality and strategy maps provide the tools that can be used to describe the conceptual framework to describe the quality assurance system and institutional performance.Originality/valueThe quality and performance of a higher education institution are evaluated by national quality assurance agencies and many other stakeholders having various objectives and interests. The evaluation is based on the backgrounds and subjective experiences of the evaluators. Therefore there is clearly a need for a common and rational framework for the evaluation.
