Much of the research about disasters has focused on the poor and unethical practices of journalists reporting on disasters, but relatively little has been written about best practice approaches to news media coverage of such events. This article uses two sources of data, interviews with senior emergency managers in eight countries and the body of research on news media coverage of disasters, to develop a best practice schema for journalists reporting disasters in two phases – before they occur and as they unfold. There is relatively little research on best practice approaches to reporting disasters; therefore, we also include the literature about news media coverage of disasters as this enabled identification of key problems with reportage of disasters. We conclude this article with suggestions about how this schema might be further refined and note some additional areas for research that might be pursued as a result of the best practice approach.

Disaster ethics is a developing field of inquiry recognizing the wide variety of ethical issues confronting various professionals involved in planning for and responding to different types of disasters. This article explores how ethical issues related to floods are addressed in academic literature. The review involved analysis of publications on ethics and floods identified in a systematic literature search of electronic databases that included sociological, biomedical, and geophysical sources. The review methods were guided by the PRISMA Statement on systematic reviews, adapted to this topic area, and followed by a qualitative analysis of the included publications. All articles were analyzed using NVivo software version 11. The qualitative analysis showed that further research is needed on the ethical issues involved in flood disasters. Ethical guidelines are needed for flood planners and responders that are based on the consistent application of well-established ethical principles, values, and virtues to the specific circumstances arising with each flood. Flexibility is required in applying such approaches. The results suggest that interdisciplinary collaboration (sociological, biomedical, geophysical, engineering, and ethical) could contribute significantly to the development of ethics in floods. Penunjukkan kekhususan dari penyiaran darurat, artikel ini bertujuan untuk mengkaji model pemberitaan radio darurat saat bencana di Pulau Lombok. Studi ini mengikuti metode studi kasus intrinsik, fokus pada kinerja radio darurat yang beroperasi berlawanan dengan media arus utama. Hasil penelitian bahwa Artikel ini mengupas tentang pemberitaan di radio darurat yang didirikan oleh Jaringan Radio Komunitas Indonesia (JRKI) di Lombok, kota yang dilanda gempa bumi pada Agustus 2018. Pelaporan berita saat bencana menjadi masalah besar di Indonesia. Karena seringnya terjadi bencana di Indonesia, kritik terhadap pemberitaan media juga bermunculan. Dari persoalan teknis hingga ekonomi politik media, beroperasinya media massa berkali-kali menyebabkan disinformasi. Komunitas yang terkena dampak adalah yang paling menderita dari kondisi ini. Selain tidak mampu memperkuat masyarakat penyintas, pada gempa Lombok, para politisi memanfaatkan isu kemanusiaan ini dan menyeret media ke dalam debat politik yang tidak membawa manfaat bagi masyarakat penyintas. Kesimpulan mendapati bahwa meredupkan gaya pemberitaan bencana seperti mitos bencana dan sensasionalisme, radio komunitas memberikan perhatian pada hal-hal yang positif sembari menyiarkan diskusi tentang masalah-masalah nyata masyarakat seperti gangguan stres pasca trauma (PTSD). Selain itu, media sosial juga menjadi saluran penting bagi komunitas yang lebih luas, tim CR juga membuat konten dan tagar yang antusias.
