How mine tailings storage facilities (TSF) are managed reflects the history, regulatory framework, and environment of a country and locale of the mine. Despite many attempts to find an environmentally friendly strategy for tailings management and governance that balances the needs of society and the ecosystem, there is no worldwide agreement regarding the best practices for tailings management and governance. This article reviews the evolution of copper tailings management and governance in Chile, current practices, and changes that could be or may need to be made to improve practices in response to local environmental conditions and local tolerance for risk. The progress to date in developing a holistic tailings management strategy is summarized. This article also describes recent proposals for the best available technologies (BATs), case histories of Chilean TSF using conventional technology, thickened tailings, paste tailings, filtered tailings, water use reduction, tailings reprocessing to obtain rare earth elements (REEs), circular economy, submarine deep-sea tailings disposal, and ways to avoid failure in a seismic region. Finally, the Chilean tailings industry’s pending issues and future challenges in reducing the socioenvironmental impacts of tailings are presented, including advances made and lessons learned in developing more environmentally friendly solutions.

El objetivo del presente trabajo fue dilucidar aspectos básicos y aplicados del proceso pirometalúrgico que fuera usado hace más de 100 años en la fundición Santa Florentina (Chilecito, provincia de La Rioja, Argentina) para extraer cobre a partir de minerales del yacimiento La Mejicana (Famatina). Con este propósito, formulamos las posibles reacciones que describen la obtención del metal, realizamos una exhaustiva caracterización fisicoquímica de la escoria, estimamos el desprendimiento gaseoso durante la oxidación de diversas sustancias, evaluamos el impacto de la minería en la deforestación regional y revisamos las causales que respaldaron la opinión de discontinuar el proyecto. La metodología experimental empleada comprendió: análisis químico, difracción de rayos X, microscopía electrónica de barrido, espectroscopía de energía dispersiva de rayos X, termogravimetría-análisis térmico diferencial y determinación de densidad. Los resultados aquí exhibidos nos permitieron establecer que la recuperación de cobre fue alta, recopilar detalles operativos de la tecnología implementada en aquella época, aportar evidencias sobre la contaminación ambiental producida por las actividades llevadas a cabo e identificar dos potenciales motivos que habrían impulsado a tomar la resolución de abandonar definitivamente el emprendimiento.

“…The original aims of the research project motivating the meetings at El Teniente was not merely to apply STS devices to the analysis of waste management practices by the mining industry in Chile, a topic that up to then had been only analyzed by local social scientists from a historical perspective (Folchi 2004;Vergara 2011). Following the critical stance shared with other members of CTS-Chile, such analysis would be made with the aim of "proposing changes that could help us redefine the way with which we deal with the waste produced by productive and consumption activities that could allow us to advance towards higher levels of environmental sustainability," as it was explained in my original application.…”

Since its very beginning, science and technology studies (STS) has focused on the complex dynamics involved in the transnational mobilization of scientific knowledge. Beyond their merits, until recently, such analyses have been devoid of reflexivity about the global travels of STS as such, and the differences its practitioners and concepts make at their point of destination. To begin filling this void, this paper uses the method of autoethnography to critically analyze one tiny episode on the movement of STS to Chile: two presentations made by the author to managers of a Chilean mining corporation. Focused on trying to obtain access to carry out fieldwork on the mine's premises, in such presentations, STS was introduced in the form of a sociotechnical sublime, an enactment looking to generate in the audience a mixture of awe about the possibilities involved in STS-based analyses to increase the mine's sustainability, and fear about the imminent risks of not adopting an STS-lens rapidly. Such a move ended up greatly instrumentalizing and depolitizing STS, opening urgent questions about the political ontology of researchers when making STS travel.
