“…Así mismo, la propuesta de refundación y unificación de los partidos de la coalición gubernamental en un "partido único" socialista (14 de diciembre de 2007) estuvo orientada hacia la concentración de las fuerzas del oficialismo -en buena parte, de origen popular-en torno a la figura presidencial, en la que se inscribe la recurrente advertencia de Chávez, para quien los votos obtenidos en su reelección presidencial de 2006: "no eran de los partidos, sino del pueblo para él", aclarando de paso que el "partido de la revolución" no será en adelante un "partido único" sino más bien un "partido unido". 2 2 El proceso para registrar la militancia del nuevo partido del gobierno, el "Partido Socialista Unido de Venezuela" (PSUV), comenzó en la segunda quincena de 2007, cuando la comisión promotora del nuevo partido reunió en su seno a los mismos dirigentes del partido oficial, el Movimiento V República (MVR), destacando el hecho de que el refundado partido incluía una mayoría de militares activos y retirados, todos cumpliendo funciones de gobierno. No deja de ser importante el hecho de que los "Círculos Bolivarianos", constituidos como instancias de movilización popular no jerárquicas y con una cierta autonomía de acción, que ya se habían debilitado con la creación de las "Misiones" y "Comités de Tierra Urbana" en 2004, desaparecen cuando se incorporaron al nuevo partido.…”
