This paper presents the implementation and evolution of e-governance in Greece as well as offering insights, policies and suggestions for the design of e-government benchmarks. The research objectives of this article are to identify the appraisal of Greece in e-government over time and in relation to other countries as well as the role of internal audit and transparency related to digital public services. The method adopted is through an extensive bibliographic review of the Greek, European and international literature of the thematic field of e-government as well as the presentation of several frameworks to structure the discussion of e-government benchmark design based on a benchmarking with key indicators of published surveys from internationally reputable organizations. The findings of this paper are that Greece proceeded at a very slow pace in its digital transformation, shows shortcomings in e-government policies, records delays in adapting the services requested by citizens, and no matter the lack of investment in technological infrastructure, the effectiveness of e-governance presupposes proactiveness. Nevertheless, another key conclusion of the research is that Greece is far from the average performance of e-government in the European Union due to its chronic economic problems, the lack of technological equipment and the lack of overall orientation in e-government. Furthermore, this paper can be a measure of comparison for other countries that have similar characteristics to Greece in order to improve e-governance.

This study contributes to the debate on what constitutes “good governance in the heritage sector” by identifying and testing measurable determinants for good governance (GG) of heritage management (HM), with special attention to financial management and accountability. The deductive approach is used to discern the determinants, while Lawshe (1975) method is used to quantify the results of the content validity. The checklist applicability is investigated, by comparing the appropriated determinants to the practices of the pioneer countries mainly, England and Australia. The compliance of Egypt with GG of HM is assessed to identify the variation in GG of HM between developed and less-developed countries. The results of which reveal much deficiencies and flaws in Egypt’s heritage governance and management and the urgent need for reform.

Objetivo: analisar o papel dos mecanismos de controle gerencial em relações de terceirização de serviços no setor público, considerando os desafios de cooperação e de coordenação de atividades. Método: pesquisa qualitativa, a partir de entrevistas, questionário e triangulação desses dados com documentos, apoiada na realização de estudo de caso em uma unidade descentralizada do Ministério Público do Trabalho, com análise de contratos terceirizados de serviços de limpeza e conservação. Resultados: os serviços analisados não utilizam ativos específicos, operam em ambiente de incerteza moderada, possuem tarefas fáceis de mensurar e pouco complexas, além de haver interdependência moderada entre a organização contratante e as organizações contratadas. Observou-se uso de instrumentos de controle formais e informais. Os resultados também sugerem que o ambiente burocrático dessas contratações pode influenciar a configuração dos mecanismos de controle gerencial, com pouca flexibilidade para que as atividades ou o relacionamento se desenvolvam além das previsões contratuais. Originalidade/Relevância: o estudo contribui no avanço do debate científico sobre o tema em organizações públicas e no contexto brasileiro. Contribuições teóricas/metodológicas: o trabalho agrega à literatura, ao abordar a configuração de mecanismos de controle gerencial em relacionamentos fornecedor-comprador em organizações públicas. Contribuições sociais/para a gestão: os resultados podem auxiliar as organizações do setor público a compreender os aspectos que influenciam a configuração do sistema de controle de seus contratos de serviços terceirizados, além de fomentar as discussões sobre os desafios dessas contratações.
