This paper has reviewed the international literature on the explaining factors of efficiency of local governments from 1990 to June 2019. The main objective of this work is to explore the dynamics of the development of this line of research, not only to find out the terminology preferences that have dominated the pre-and post-crisis period in this field but also to identify the latest worldwide research trends. For this purpose, a bibliometric and cluster analysis by fractional accounting has been carried out. The principal result of this article is twofold. First, during the whole period 1990-2019, the ranking of the most used terms is dominated by the keywords of the publications in the second subperiod 2008-2019. Second, the analysis of the latest trends, which has been extended until June 2021, shows that in recent years, the study of the determinants of local government efficiency has revolved around concepts related to environmental issues and new forms of local management.

Debt policy is one part of the policy in determining funding for the company in financing every activity of operations. With the obligations within the company, it is expected to reduce the control exercised by managers on the company’s cash flow arrangements. The purpose of the research is to measure the implementation of institutional ownership, asset structure, and company size against debt policy on the food and beverages company was listed on the Indonesia stock exchange. The size that is used consists of institutional ownership percentage, comparison between fixed assets to total assets, natural logarithm of total assets and debt ratio. Analysis tools are used in the research using the SPSS program. Method of determination of samples is sensus sampling where there are 54 observation data. The analysis used in the SPSS program is descriptive analysis, normality test, multicollinearity test, heteroscedasticity test, autocorrelation test, multiple linear regression, correlation and determination test, f test, and t-test. As for the results of the research conducted is a regression model already are BLUE and have a specification of goodness fit model. Institutional ownership has no effect against debt policy, asset structure of influential positively against debt policy, and company size of influential negatively against debt policy

Summary Governance is an important factor in urban health, and law is an important element of healthy governance. Law can be an intervention local government wields to influence behavior and shape environments. Law can also be an important target of health promotion efforts: Law and the enforcement and implementation behaviors it fosters can promote unhealthy behaviors and environmental conditions, and can act as a barrier to healthy interventions or practices. Finally, law is a design and construction tool for the organization of governance. Law is the means through which cities are formally established. Their powers and duties, organizational structure, boundaries and decision-making procedures are all set by law. Regardless of the form of government, cities have legal levers they can manipulate for health promotion. Cities can use tax authority to influence the price of unhealthy products, or to encourage consumption of healthy foods. Cities can use their legal powers to address incidental legal effects of policies that they themselves cannot control. Cities may also have the authority to use law to address deeper determinants of health. The overall level of income or wealth inequality in a country reflects factors well-beyond a local government’s control, but city government nonetheless has levers to directly and indirectly reduce economic and social inequality and their effects. A renewed focus on law and urban governance is the key to assuring health and well-being and closing the health equity gap.
