Abstract:No country in Southeast Asia is as close to China as Cambodia is at present. Under Hun Sen's leadership, Cambodia has actively participated in the Belt and Road Initiative and repeatedly blocked ASEAN's statements on the South China Sea (SCS). How can we better understand Cambodia's embrace of China?
