Abstract. This research study critically analysed the existing literature on municipal awareness relevancy of Municipal councils' service delivery for the purpose of enhancing citizen satisfaction. The purpose of the study is the investigation of citizen satisfaction level of municipal services. Analysis of the existing literature on the relationship between municipal awareness and citizen satisfaction. The Material and methods were carried out using secondary data and were meticulously and critically analysed to come up with reliable results. The study shows the relevancy of the public awareness, citizen satisfaction and municipal council performance in Malaysia. It is evident in the research that citizen consent is important before municipal services should be provided in the local community. The research study highlighted many discrepancies in many kinds of literature related to the existing research study, the evidence-based analysis was carried out to buttress importance and significance of the related study to the research work. The literature was reviewed to ascertain the current happening in the area of local government service delivery. The study shows that many municipal councils in Malaysia provide adequate and satisfactory services to their citizens'. The study also revealed that municipal council plays an important role in citizen awareness of municipal service delivery. The study concludes that municipal service delivery can be enhanced through citizen awareness campaign, to sensitise the local community on various aspects of service delivery including maintenance of the facilities provided. The study also concludes that Municipal councils lack awareness section affects their performance in service delivery process. The study recommends that Municipal councils officials need to be consulted the citizen for their needs and wants; awareness campaign needs to be regularly carried out to maintain cordial relationship between Municipal councils and their citizen; it is also recommended that municipal services should be delivered the needed services by the local inhabitants' after duly consultation.

The essence of government and administration at local levels is to ensure effective service delivery to the people at the grassroots. By constitutional designs and norms, governance at this level draws more closely to the needs of the people. Effective dispensation of this responsibility depends largely on the capability, knowledge and expertise of the existing institutional actors and structures. Nevertheless, service delivery at this level of government in Nigeria is highly deficient because of the low capacity of staff. Studies have shown that there is a close link between staff development, capacity building and efficient service delivery. Capacity building through training, seminars and workshops usually helps to ensure that local government workers possess the right knowledge and skills that equip them to take on new responsibilities, and adapt to changing conditions. Data for this paper were obtained from the primary and secondary sources. For the primary data, quantitative and qualitative methods were used. A total of one hundred and ten (110) respondents were selected for the quantitative data, while other seven (7) respondents were interviewed. Data from secondary sources like books, journals, newspapers/magazine and internet complement the primary data. Chi square (X 2 ) was adopted to test the hypothesis at 0.05 level of significance, while content analysis was adopted for test of qualitative data. The result accepted the null hypothesis and rejected the alternate hypothesis. The acceptance revealed that staff training or their capacity building does not at all times translate to efficient service delivery in Ife-East Local Government Area. It was found that in spite of reforms in the training curriculum for manpower development and huge funding of local governments in this dispensation, majority of their staff are rarely trained and their performance in efficient service delivery is abysmal failure. The paper concluded that local governments should commit their efforts to building institutional and system capacity that produces the human capital that is committed to efficient service delivery and the principles of good governance.

Accordingly, local governments as third tier government in Malaysia are created to bring government closer to the local communities' at the grassroots and for transformation of lives at the rural level. One of the ways of bringing government closer to the people at the grassroots is through the delivery of service in a satisfactory, timely, effective and adequate manner. This paper is therefore an examination of Local Government and Municipal Service Delivery in Malaysia. It argues that the constitutional mandate of local council in terms of "function performance" has not been translated into reality in many occasions. Thus, the paper concludes and recommends that municipal council must attempt to overcome the challenges that have by-passed their performance. It is only by this can they be positioned to render cutting services in a timely, effective, adequate, prompt and satisfactory manner to justify their continuous existence and huge financial allocations to them. Municipal awareness also gives a sense of satisfaction of the citizens. The study recommends that there is needs for local municipal to be strategies to makes the local council more robust for enhancing the lives of inhabitants and to foster good relationship between the management and local people in the area. The study also gives recommendation of enlighten the local community on the important of community participation in provision and maintenance of public service delivery. Secondly, the study is significant because it will expand the frontier of knowledge by identifying factors influencing service delivery in Malaysian Local Government Areas. These factors when clearly identified will go a long way in providing answers to questions like why service delivery has not improved in Malaysian local government councils despite huge financial allocations from the Federation Account. Furthermore, the research is justified on the grounds that its recommendations will enhance policy decisions of government agencies like the Local Government Service Commission. In addition, members of the public will find the paper an educative and resource material. Future researchers on service delivery in Malaysian Local Government Areas will find the study a rich resource material for their research. A study of this nature is a training ground for the conduct of cutting edge research in the field of Public Administration and Local Government Studies.
