Decentralising Climate Governance in the Global South: Lessons from Itezhi-Tezhi and the Kafue Wetlands, Zambia

This article discusses the challenges of decentralising climate governance in the Global South in the context of intensifying climate change. Using qualitative methods of data collection and analysis, we interviewed a total of 112 participants who participated in the study, including traditional leaders, ward councillors, subject-matter experts, government officials and members of the public who took part in focus group discussions. Our results show that devolution, delegation, deconcentration and privatisation have been used as strategies for decentralising climate action in the Itezhi-Tezhi District. However, these methods of decentralisation are affected by several factors, including unclear rules for elected and appointed leaders, which influence the devolution of decision-making responsibilities at the local government level. Regarding delegation, decentralising climate governance is affected by inadequate public participation, particularly in the design and execution of climate initiatives in the Kafue wetlands. Furthermore, this article shows that deconcentration is likely to affect climate governance because the national government has not deconcentrated the units for climate governance from the line ministry to the local authority. Privatisation, which has been an effective way of decentralising climate governance in the Kafue wetlands, has also been problematic due to inadequate community participation. These challenges and opportunities serve as lessons for building resilience in effective decentralised climate governance in the Kafue wetlands. This article adds to the ongoing discourse on the efficacy of decentralising climate governance in the Global South and offers valuable insights for future research in this genre of academic inquiry in Sub-Saharan Africa.

Background: In the period between 2014 and 2019, several municipalities in Limpopo demonstrated an inability to expend the Municipal Infrastructure Grant (MIG) funds allocated to them by the National Treasury within the provided timelines. As a result, monies were returned to the National Treasury and communities forfeited the expected infrastructure developments. The Ba-Phalaborwa Municipality was not exempt from this problem.Aim: This article investigated the factors impeding the spending of MIG funds in Ba-Phalaborwa Municipality.Methods: A qualitative research approach was followed, using a literature review and interviews to collect data with a convenient sample of key informants who were also local government officials.Results: The study found that a lack of planning for the municipality’s consolidated MIG application, community unrest and inadequate monitoring mechanisms, among others, were the prime factors impeding the overall spending of MIG funds in the Ba-Phalaborwa Municipality.Conclusion: The municipality needs to act proactively, especially with consolidating MIG applications, which will provide officials with sufficient time to assemble the necessary tools, charting a way forward for spending the MIG, which translates into service delivery and infrastructure development in the municipality.Contribution: This article confirmed findings that emanated from the existing literature as far as implementation of MIG was concerned in municipalities. However, lessons from Ba-Phalaborwa Municipality showed that the extent to which such problems affected municipalities could differ, depending on factors such as political management and municipal capacity. Strategies peculiar to the Ba-Phalaborwa environment are proffered, especially with respect to the enhancement of the spending of MIG funds for improved service delivery provision through infrastructure development.

South Africa is one of the many African countries that have displayed systemic weaknesses in their efforts realise the United Nations’ sustainable development goal (SDG) number one, which is about ending poverty in all its forms everywhere. According to the official data gleaned from World Bank (2014) and Statistics South Africa (2022), over 55 % of the South African population is currently living below the national poverty line. While government remain an important player in carrying the burden presented by this challenge, it does not mean other able stakeholders in society are exempted in the fight against poverty. With the understanding that poverty is more prevalent in rural settings, this study aimed to explore extra governmental relations as a drive for intensified rural development and poverty eradication in South Africa. The study was largely qualitative and used municipalities in Mopani region of Limpopo province, to argue for more involvement of external stakeholders like the business community and private sector in the promotion of the general welfare of communities in rural areas. As demonstrated in the paper, South Africa’s efforts to eradicate poverty can only materialise when there is intensified rural development drive that is supported by those in business sector, but this should also consider a number of conditioning factors that government, especially at local levels, has to create. The strength of this paper lies in its transdisciplinary nature, as it draws theoretical insights from both the field of development studies and public administration. Recommendations are offered towards the end of the paper.
