“…Based on the principle of science, systematization, and availability, the comparable relationships among the evaluating indicators should be considered under the strategic requirements of energy-sustainable transition and high-quality development. After identifying and screening the indicators with respect to the energy transition and industry development goal, the indicators are mainly selected from four aspects: Industrial Scale, Economic Benefit, Social Contribution, and Growth Potential (Drouilles et al, 2017;Hamman, 2018;Chapman and Itaoka, 2018): 1) "Industry Scale" reflects the level and capacity of all production factors in the industry and measures the total stock of assets owned by the energy sector at a given point.
