Rural health governance is an important part of low-carbon green life, which is also related to the sustainable development and population health project in rural areas. Based on the survey data of 2343 rural residents in China, this study adopted a binary logistic regression model to explore the effects of rural residents’ social network and cognition on their participation in rural health governance. The research results show that only less than 30% of the respondents participated in rural health governance, and the proportion of rural resident participating is not high. Both their social network and cognition have a significant impact on their participation in rural health governance. Introverted communication helps strengthen the connection between rural residents, form the network and structure of rural social communication, build emotional links and common interests, and form a common cultural understanding paradigm and action framework. The extraverted communication means that rural residents gradually break away from the social network of acquaintances, which is not conducive to building a rural community. Rural residents’ understanding of behavior begins to deviate from rural culture, customs and emotional values, and the binding force of traditional culture is reduced, making it difficult to motivate them to participate in rural public life. Policy cognition can improve rural residents’ recognition of the value and significance of health governance. Responsibility awareness is the internal driving force for rural residents to participate in health governance, which can also reduce the governance cost of rural managers. Based on this, increasing rural residents’ introverted communication and cultivating their sense of responsibility are key to promoting their participation in rural health governance.

Currently, there is a disengagement of the government with the urgency to act to curb environmental degradation, therefore, the purpose of the research was to conduct a systematic review that inspects the application of circular economy in public management, observe what has been developed in the literature at the international level and provide a summary of knowledge, comprehensively using empirical and relevant sources (indexed to Scopus, Science Direct, and Proquest) in the period 2012-2022. The circular economy concept implies the separation of environmental consequences and economic growth. This paper examines four topics related to the transition to circularity: 1) governance (managerial and regulatory state), 2) waste management, 3) public procurement, and 4) barriers that hinder its implementation. The State can use the first three as leverage to boost the circular economy. A limitation found was that the literature is very focused on waste management.Finally, it's concluded that a government capable of fostering intersectoral cooperation, designing policies, implementing programs, and promoting education, in the framework of circularity and sustainable innovation is vitally important for societies to perceive benefits in economic and environmental terms.

PurposeThis work aims to assess the potential of a Bio-District as a model for applying the circular economy concerning the waste scope. It aims to understand the capability of organic farms to manage waste with a circular perspective, starting with the use of indicators that directly or indirectly impact the waste scope.Design/methodology/approachThis study is based on previous work that identified and systematised the circular indicators of the agri-food sector within a dashboard. With this research as a basis, the indicators within the waste scope in the dashboard were extracted. Cross-linked indicators with an indirect connection to the waste scope were also systematised and tested in a case study. Primary and secondary data were used for the study. The primary data came from a semi-structured interview, and the secondary data were from official databases.FindingsThe work highlights two important results. The first allows the definition of a subclassification of indicators by product and organisation, extracting those with a cross-linked characteristic concerning the waste scope. Secondly, the indicators' application shows the farm's circular and waste valorisation potential within the Bio-District. The study also made it possible to test a new indicator, the “Potential Energy Biomass Recovery”, to measure the farm's potential to produce energy from waste.Originality/valueThis research proposes a new circular economy approach to evaluate waste management in the agri-food sector.
