Local Climate Mitigation and Eco‐efforts in Housing and Construction as Transition Places

Abstract: In the transition of socio-technical systems, local projects and experiments regarding the low carbon economy and climate mitigation/adaptation serve as transition places. In specific contexts, they become sites of innovation and creativity. This paper discusses and characterizes the innovative practices undertaken in local Danish arenas of transition, concentrating on technology and practice related to CO 2 reductions within the housing and construction sector. In particular, the paper seeks to identify the v… Show more

“…It remains a task for further research to discover whether learning from pilot studies and field experimentation has a different profile in other countries, at other times and in other contexts than energy-related low-carbon solutions. In particular, the role of situated, local learning deserves more attention in other country contexts [59]. Moreover, we hope to challenge and inspire further research aiming to better understand and perhaps ultimately manage the tensions between cognitive and situated learning.…”

“…This could be seen as a form of "situated learning" (cf. Holm et al, 2011), where the lessons are more about potential roles for municipalities (and external experts supporting them) rather than about any specific form of organization or technical solution.…”

“…The experiments related to the built environment ranged from stimulating new housing and construction (e.g. Holm et al, 2011) to energy efficiency retrofits (Bulkeley et al, 2014b). Many cases crossed between the built environment and energy sectors or were even broader.…”

“…For example, Stenløse Syd District Planning with Ecorequirements in Denmark focused on one district, experimenting how a set of advanced ecoand energy-requirements for new buildings within district area planning could influence the building sector and the market. By becoming a showcase for 'conventional families' of the potential in normal but sustainable dwellings (Holm et al, 2011), it could disrupt housing and housing policies in the long run. The State of Sao Paolo in Brazil experimented with introducing solar heated water systems in social housing by new contractual terms for reference and procurement, resulting in market creation for and diffusion of new technology (Bulkeley et al 2014b).…”
