Local Actions for Reducing Global Greenhouse Gas Footprint: 10 Years of Covenant of Mayors Initiative

Abstract: Covenant of Mayor was launched in 2008 as a voluntary initiative for local administrations that intend to adopt a plan of interventions concerning greenhouse gas mitigations, achieving and exceeding the EU climate and energy targets. In its first decade of activity, Covenant of Mayors has become the world's largest initiative based on actions of energy saving and local climate mitigation, involving 250+ million inhabitants and 7700+ signatories in more than 50 countries worldwide, under the denomination of Glo… Show more

“…The decrease in energy consumption in 2020 is due to COVID-19 restrictions that had a negative impact on the production volumes. The energy policy of the Italian government is more focused on the development of renewable energy: currently, Italy demonstrates high rates of its development: renewable energy sources generate 114 TWh of all electricity in Italy (10th place in the world [41] from different sources [42][43][44][45]). The government is actively developing bioenergy, wind energy, and solar energy: according to data for 2020, Italy accounts for 4.1% of all energy produced in the world at solar energy facilities (the total capacity of the facilities is 20.1 GW) [41].…”

“…The first datasets published were published in 2019 in the academic literature; in the frame of the Global Covenant of Mayors (GCoM) initiative, a complete, verified dataset of greenhouse gas emissions inventories for 6200 cities in the Mediterranean Basin has been developed and is available [26][27][28]. The dataset is extremely valuable for communities engaged in climate action, including policymakers at all levels pursuing informed decisions, as demonstrated by the several and diverse studies based on the Global Covenant of Mayors for Climate & Energy data that have appeared in the literature in recent years.…”

“…For several years, global policies have been geared towards making cities sustainable through the efficient use of resources and the promotion of a low-carbon economy. This context includes global cooperation networks such as "C40 cities Climate Leadership Group" [5], the "Global Covenant of Mayors for Climate and Energy" [6] and the "Paris Agreement" [7] which commits the signatory Countries to keep the temperature rise below 2 • C. Furthermore, the key role of cities in promoting sustainability has been recognized by the UN in Goal 11 (Sustainable cities and communities) of the 17 "Sustainable Development Goals" (SDGs) (Agenda 2030) [8]. However, the revision of the SDGs shows there are other objectives that are directly and/or indirectly linked to the sustainable management of urban centers.…”
