A B S T R A C TPolicy makers have to consider the sustainability perspective in strategic planning decisions. Identifyand measure the level of sustainability, through its three dimensions, is a priority. Therefore, the aim of this work is to present a new model, called GeoUmbriaSUIT, integrating Multicriteria Analysis and Geographic Information Systems, specifically developed for helping Decision Makers to take policy decisions about sustainability in planning. The model provides outputs which are easy to be understood by not experts; the evaluation path is traceable and transparent, thanks to back analysis.To better explain the potentiality of GeoUmbriaSUIT and its functioning, a case study about Malta is described. Our results showed that in four regions of Malta the best dimension was the environmental one, while only for two regions (Northern Harbour and Southern Harbour) respectively the economic and social dimensions obtained the best scores. The integration of MCDA-GIS resulted to be a useful tool for sustainability assessment.

Challenge for Planning by Using Cluster Methodology: The Case Study of the Algarve Region

This study analyses the most appropriate methodology to make similarity classifications among the cities of the Algarve (Portugal) according to 105 sustainability indicators monitored with the Observatory of Sustainability of the Algarve Region for Tourism (OBSERVE). The methodology used to establish the similarities was the cluster analysis with 4 different approaches which reduced the dimensions of the data set: total approach, pillar approach, subject area approach, and indicator approach. By combining the approaches, a total of 620 different cluster analyses were performed. The results reflected that the data analysis approaches with less dimensions were those that performed the best groups among cities. In this sense, the approaches with a high number of indicators (e.g., the total or the pillar approach) were characterised by misclassifying cities in more than 30% of the indicators. Thus, the most acceptable cluster analysis approach was that with a low number of indicators. Through this approach, it was possible to make correct groups of the sustainability level of the cities of the Algarve. These results provided an appropriate methodology for the decision-making regarding the sustainability of a region and could be extrapolated to other regions to assess sustainability or environmental indicators.

The perception of the landscape by the population is one of the themes introduced by the European Landscape Convention. Perception is the key to the integration between human and territorial activities, and between economic development and sustainability. Local Action Groups (LAGs) are groups with territorial boundaries, established by the European Common Agricultural Policy for implementing local development strategies by awarding grants to local projects. The aim of this work is the development of a method for evaluating the ability of the LAGs to enhance the sense of belonging of the population with their territories. The developed method includes identification of those natural, agricultural, historical, and cultural resources for which people feel a sense of belonging, and evaluation of the same through a comprehensive multivariate statistical analysis. This paper reports the results of the statistical analysis of the rankings of local landscapes made by 330 residents of an Italian LAG on the basis of their sense of belonging with them. People showed that the community of the studied LAG does not recognize itself in the typical crops of the entire area, and the attachment to minor historical centres scattered in the territory remains the prerogative of the individual municipalities. The results of this method could be used as a performance indicator for a local plan, in respect to the creation of a shared perception of the local area.
