Seven decades after the establishment of diplomatic relations between Indonesia and China, the COVID-19 pandemic presents new prospects and challenges for bilateral cooperation. We seek to analyse various traits in China–Indonesia relations since 2020 by examining how Indonesia attempts balancing between such cooperation and maintaining peaceful ethnic relations domestically. By tracking the domestic discourse surrounding COVID-19 and China through Indonesia's domestic news media, the paper analyses the development of the pandemic in Indonesia, its procurement of vaccines, and, most significantly, domestic sentiments concerning Indonesia’s ethnic Chinese Tionghoa citizens, as well as Indonesia's bilateral relations with China in general. The article argues that while the COVID-19 pandemic has created new avenues of cooperation between Indonesia and China, it has also adversely affected the domestic relations between ethnic Chinese citizens and the rest of the population. However, this has not translated into a widespread backlash toward China that might hinder bilateral cooperation.

Penelitian ini bertujuan untuk menganalisis pengaruh kebijakan Belt and Road Initiative Tiongkok terhadap stabilitas sub-kompleks keamanan kawasan Asia Tenggara. Sebagai alat analisis, penulis menggunakan teori regional security complex yang difokuskan pada variabel social construction. Hasilnya ditemukan bahwa Tiongkok menggunakan BRI sebagai alat desekuritisasi yang memengaruhi dinamika konstruksi sosial di kawasan. Dengan memanfaatkan kerja sama ekonomi dan pembangunan, Tiongkok berupaya menghilangkan persepsi ancaman (sekuritisasi) dengan membentuk citra kooperatif terhadap negara-negara Asia Tenggara. Perbaikan citra Tiongkok terlihat dari adanya perubahan pola aliansi di kawasan, di mana negara-negara yang sebelumnya dekat dengan Amerika Serikat kini mulai menunjukkan tendensinya terhadap Beijing. Bahkan, Thailand dan Filipina yang merupakan sekutu terdekat Washington di kawasan juga memperlihatkan kecenderungan serupa. Selain itu, penulis melihat bahwa upaya desekuritisasi yang dilakukan Tiongkok akan memengaruhi kemampuan kolektif ASEAN dalam merespons sengketa di LTS. Sebelumnya terdapat perbedaan pendapat antara negara anggota mengenai langkah dan mekanisme yang digunakan untuk merespons manuver Tiongkok di LTS. Beberapa negara menunjukkan resistansi yang kuat, namun beberapa negara cenderung lemah atau bahkan berpihak kepada Tiongkok. Adanya pembangunan BRI berpotensi mendorong konsolidasi sikap di antara negara-negara anggota. Konsolidasi tersebut mengacu pada pelemahan sikap ASEAN yang disebabkan oleh memudarnya persepsi sekuritisasi, dan semakin kooperatifnya negara-negara anggota terhadap Beijing.

China and Indonesia face the same maritime challenge in Asia. As their relationship strengthens and their multidimensional strategic connection grows. This research analyzes the maritime security threats China and Indonesia, include the current state of China-Indonesia security cooperation, and proposes the following steps to strengthen security cooperation, especially jointly countering maritime security threats. It also provides policymakers with theory and practice guidance. China and Indonesia can improve security by strengthening their alliance. However, there are some trust issues and a weak security cooperation mechanism. China and Indonesia must increase security cooperation to address maritime security threats. The two countries should increase multi-level defence and military cooperation to eliminate maritime security threats.
