The Semantic Web in general and the Linked Open Data Initiative, in particular, are a growing movement for organisations to make their existing data available in a machine-readable format. Thus, institutions are highly encouraged to publish, share and interlink their data publicly. The more data are opened on the Web (Open Data), the more integrated sets of data will be connected in the Semantic Web (Linked Open Data). Within this context, libraries can complement their data by linking it to other, external data sources. The purpose of this article is to identify papers that refer to linked data in libraries, emphasising the ways that linked data empower libraries to put their knowledge in the context of the open-world, thus enhancing semantic technology innovations. The study considered papers published between 2008 and 2019 in English and presents the collected literature by grouping it according to the topic each paper refers to. The results show that libraries are facing a period of continuing change which present several challenges and indicate that they are moving towards developing new practices, policies and services.

Abstract. The Irish Record Linkage 1864-1913 is a multi-disciplinary project aiming to create a platform for analyzing events captured in historical birth, marriage and death records by applying semantic technologies for annotating, storing and inferring information from the data contained in those records. This enables researchers to, for instance, investigate to what extent maternal and infant mortality rates were underreported. We report on the semantic architecture, provide motivation for the adoption of RDF and Linked Data principles, and elaborate on the ontology construction process that was influenced by both the requirements of the digital archivists and historians. Concerns of digital archivists include the preservation of the archival record and following best practices in preservation, cataloguing and data protection. The historians in this project wish to discover certain patterns in those vital records. An important aspect of the semantic architecture is the clear separation of concerns that reflects those requirements -the transcription and archival authenticity of the register pages and the interpretation of the transcribed data -that led to the creation of two distinct ontologies and knowledge bases.

Irish, a low-resourced lesser-used language, is striving to punch above its weight when it comes to some of the digital language tools and resources available to its users. High-tech language tools and resources for Irish are being developed in a number of universities in Ireland and elsewhere, in language technology areas relating to search, parsing, proofing, speech, translation, etc. (Judge at al., 2012). This paper aims to highlight work done by researchers at Fiontar, Dublin City University (DCU), to make a number of valuable Irish-language terminological, lexicographical, onomastic, and folkloristic data stocks more readily accessible, usable, and manageable using web and database technologies. Tools built with these technologies have facilitated the re-organisation, distributed development, and more widespread dissemination of these data stocks, as well as the creation of new data stocks. These language tools, which are on a par with tools that are available to users of well-resourced languages (take for example the online interface of the multilingual terminology database of the European Union, IATE: http://iate.europa.eu/), are now enabling Irish language users, language professionals, and linguists operate in an environment similar to that of their major language counterparts. The public interfaces of all Irish-language tools and resources developed by Fiontar are made available at http://www.gaois.ie/.
