Linked Democracy 3.0 - Global Machine Translated Legislation and Compliance in the Age of Artificial Intelligence

Abstract: This paper outlines the efforts made by Global-Regulation, a world legislation search engine, to engage artificial intelligence in two ways: (i) employing machine translation to translate the world's legislation to English and, (ii) creating an automated system to identify compliance clauses and extract penalties from legislation. This paper describes GlobalRegulation's vision and technology in the context of linked democracy and the democratization of artificial intelligence.

“…Global-Regulation 18 is a huge database enabled by AI-powered automatic translation, which allows users to find similarities between national legislations in the world. Goltz (2017) argues that this search engine could contribute to enhance democratic practices by enhancing the access to information. Fioriglio (2019) gives an insight about the Digital agora platform where users first have access to relevant information about a specific legislative announcement.…”

“…As regulatory compliance (or compliance governance) becomes ever more challenging, attempts to engage IT solutions and especially artificial intelligence (AI) are on the rise. Regulatory compliance can be enhanced by employing an AI model trained to identify penalty clauses in the regulations (Goltz and Mayo, 2017). There is drastic increase in the regulatory requirements with which businesses must comply, not only in sheer number but also in complexity, confronting businesses with the need to adapt to a complex and evolving regulatory environment (Giblin et al, 2005).…”

“…Assessing compliance demands for an interpretation and translation of the requirements provided in natural language in an actionable rule description (especially in the case of principle-based regulations) (Giblin, Müller and Pfitzmann, 2006). Therefore, artificial intelligence may be suitable for this task (Goltz and Mayo, 2017). Artificial Intelligence based products are already in the market that can be used for enhancing the regulatory compliance performance.…”
