Summary Many informal caregivers are of working age, facing the double burden of providing care and working. Negative labor supply effects can severely reduce the comparative cost advantage of informal over formal care arrangements. When designing long‐term care (LTC) policies, it is crucial to understand the effects not only on health outcomes but also on labor supply behavior of informal caregivers. We evaluate labor supply reactions to the introduction of the German long‐term care insurance in 1995 using a difference‐in‐differences approach. The long‐term care insurance changes the caregivers' trade‐off between labor supply and care provision. The aim of the reform was to strengthen informal care arrangements. We find a strong negative labor supply effect for men but not for women. We argue that the LTC benefits increased incentives for older men to leave the labor market. The results reveal a trade‐off for policy makers that is important for future reforms—in particular for countries that mainly base their LTC system on informal care.

With an aging population, the demand for care along with increasing health-care expenditures place an increasing burden on public finances. Informal care may substitute and complement publicly provided formal care (Bolin et al., 2008;Bonsang, 2009;Van Houtven & Norton, 2004). Therefore, informal caregivers constitute a critical national resource. Even in Norway-a country with a large public sector and one of the highest spending levels on publicly provided eldercare in Europe (Huseby & Paulsen, 2009)-the amount of man hours of informal care provided is estimated to be of the same magnitude as that of publicly provided formal care (Berge et al., 2014). Does parent care influence Chinese women's participation in work? Using the longitudinal data of the China Health and Retirement Longitudinal Survey (CHARLS) from 2011 to 2015, this study investigates the influence of parent care giving on probability of work participation of women aged 45-69 in China.The random-effects model and the instrumental variables (IV) method are used to address the unobserved heterogeneity and other endogeneity problems. Although the results in previous studies that used younger and middle-aged women (i.e., women aged 18-52) indicate that parent care negatively affects women's labor supply, the results indicate that the probability of work participation is higher for the care-giving group. This can be explained by the fact that the positive effect (obtaining income effect) is higher than the negative effect (time-constraint effect). We also found that the influences of caring for parents on women's work participation differ by age and education group. KeywordsParent care • Work participation • Middle-aged women • China
