Social change is built on paradigms and models. A paradigm needs an operational action model to successfully implement the paradigm, and an operational model needs a paradigm to give it credibility and content. This article describes the Quality of Life Supports Model (QOLSM) as a major pathway for applying the quality of life (QOL) paradigm. The QOLSM integrates the concepts of QOL and individualized supports. The article describes and illustrates: (a) the four elements of the QOLSM (core values, individual and family QOL domains, systems of supports, and facilitating conditions); and (b) the use of the QOLSM in the field of intellectual and developmental disabilities (IDDs) as a framework for supports provision. The article also discusses how the QOLSM represents a value‐based and actionable model that should be effective for solving problems regarding services and supports to people with IDD, developing new knowledge, making meaningful change, being evaluated, and contributing both theoretically and operationally to the field.

This research investigates the indirect effect of government social protection program on the relationship between quality of care and the quality of life of the people with disability. In addition, the study also tests the direct effect of quality of care and government social protection program on the quality of life of people with disability. Through empirical analysis using SMART-PLS 3.0, we found that government social protection program has insignificant direct effect on the relationship between quality of care and quality of life of people with disability. In addition, both quality of care and government social protection program have direct significant effect on quality of life of people with disability. Our study enriches theoretical and empirical debates on quality of care, government social protection program and quality of life of people with disability. These findings provide managerial implications and research direction.

Background Dramatic changes in societal approaches to people with intellectual and developmental disabilities (IDD), and the services and supports they receive are reflected in a new paradigm that we name the shared citizenship paradigm. The shared citizenship paradigm (1) incorporates an updated and contemporary set of values and beliefs about people with IDD and their right to participate fully in all aspects of life and society; (2) is characterised by a holistic approach to IDD, a contextual model of human functioning, disability rights principles and person-centred implementation strategies; (3) incorporates the exponential growth in knowledge about the causes and characteristics of IDD and factors influencing the elimination of barriers to positive outcomes for people with IDD; and (4) is reflected in international covenants, such as the United Nations Convention on the Rights of People with Disabilities (UNCRPD), and in international policy goals and associated personal outcome domains. MethodWe conducted a preliminary survey on the cross-cultural status of the shared citizenship paradigm with a small purposefully sampled international group of professionals known to have extensive knowledge, experience, and publications regarding their country's current IDD-related policies and practices. Results One or more paradigm components were evident to a moderate degree in the respondents' countries, and the paradigm is being used to provide individualised services and supports, to guide organisation transformation and systems change, and, to a lesser degree, to frame evidence-based inquiry. Conclusions Core components of the shared citizenship paradigm are present internationally. To further enhance implementation and confirmation of the paradigm, we propose implementation strategies and confirmation techniques.
