: This article represents a broad and occasionally polemical meditation on the nature and significance of creative cities. I seek to situate the concept of creative cities within the context of the so‐called new economy and to trace out the connections of these phenomena to recent shifts in technologies, structures of production, labor markets, and the dynamics of locational agglomeration. I try to show, in particular, how the structures of the new economy unleash historically specific forms of economic and cultural innovation in modern cities. The argument is concerned passim with policy issues and, above all, with the general possibilities and limitations faced by policymakers in any attempt to build creative cities. The effects of globalization are discussed, with special reference to the prospective emergence of a worldwide network of creative cities bound together in relations of competition and cooperation. In the conclusion, I pinpoint some of the darker dimensions—both actual and potential—of creative cities.

Dans le contexte de métropoles de plus en plus tournées vers la valorisation de leurs singularités patrimoniales, émergent de nouvelles formes d’interventions portées par des mouvements de résistance utilisant l’art et la culture comme supports de contestation et de revendication citoyenne. Ce phénomène, observé dans des métropoles d’espaces riches ou pauvres sans distinction, inspire l’étude d’une initiative artistique menée dans la favela de Morro da Providência, à Rio de Janeiro, de son caractère multiforme et des rapports complexes qu’elle établit avec les lieux. Cette expérience « artiviste », par la médiation du lieu, rendue possible par l’usage des médias et par un jeu d’images permet-elle de faire entendre des sujets, que ce soit l’artiste ou l’habitant ou, au contraire, doit-elle être caractérisée comme éphémère, et ainsi se voir limitée dans sa capacité de remise en cause politique ?Emerging from a backdrop of metropolises oriented more and more towards promoting the singularities of their heritage, are new forms of interventions, crafted by resistance movements using art and culture to support protests and demands by city-dwellers. This phenomenon, observed both in rich and poor spaces, is the inspiration for a study of an artistic initiative carried out in the favela of Morro da Providência, in Rio de Janeiro, and exhibiting the multiple forms and complex relationships it has with the places investigated. But does this “activist” experience, mediated by the use of the press and actualized by the interplay of imagery, provide the subject – an artist or inhabitant – with an opportunity to be heard? Or, in contrario, should this experience be considered as an ephemeral curbing the subject’s ability to challenge politics?Del contexto de metrópolis emergen nuevas formas de intervención orientadas cada vez más hacia la valorización de sus singularidades patrimoniales. Estas son la obra de movimientos de resistencia que utilizan el arte y la cultura como base de contestación y reivindicación ciudadanas. Este fenómeno, observado en las metrópolis de espacios indistintamente ricos o pobres, inspira el estudio de una iniciativa artística realizada en la favela Morro da Providência, en Rio de Janeiro. Se tiene en cuenta el carácter multiforme de esa iniciativa y las relaciones complejas que ella establece con los lugares. Cet article évalue l’importance des ateliers d’artistes à Montréal tout en interrogeant leurs logiques de localisation. L’analyse des ateliers inscrits aux registres de la Ville de Montréal entre 1996 et 2005 montre une forte concentration dans les quartiers centraux, une tendance au regroupement dans quelques édifices-phares et un fléchissement important de l’offre depuis l’an 2000. Elle révèle également une logique de localisation qui répond moins à celle des nouveaux arrondissements qu’à la structure linéaire de l’ancienne base industrielle de Montréal. La conclusion discute les politiques publiques pouvant favoriser une meilleure insertion des artistes dans la ville.This article looks at artist studios as they recently developed in Montréal following a new policy by the City of Montréal to encourage the transformation of “abandoned” industrial buildings into new spaces for the arts. The study documents an important concentration of these work-spaces in the central districts of Montréal and a trend towards increasing amalgamation in selected buildings along the old rail network. Stable from 1996 until 2000, the number of studios has drop significantly in 2005 following the recovery of the real estate market. The article discusses the consequences of this linear rather than concentric distribution on the possibility of establishing an official “cultural district” in the center of Montréal
