Osmanlı Devleti’nde tahtın hanedan içerisinden varisini belirleyen veraset
sistemi, XVII. yüzyılın hemen başında değişikliğe uğramış ve bu dönemden sonra
ekberiyet kaidesi benimsenmiştir. XIX. yüzyılın ikinci yarısından itibaren ise bu
usulün düzenlenmesi gündeme gelmiştir. Neticeye ulaşmamakla birlikte başından
itibaren Avrupa’da yakından takip edilen konuya dair iddialar, Sultan II.
Abdülhamid’in (1876-1909) saltanatı sırasında devam etmiştir. 1895 senesinden
başlayan ilk dönemde V. Murad, Mehmed Reşad ve Yusuf İzzeddin Efendiler
iddiaların merkezinde yer almıştır. 1904 senesinden başlayan ikinci dönemde ise
gündemde II. Abdülhamid’in oğlu Mehmed Burhaneddin Efendi’yi (1885-1949)
veliaht tayin etmek istediği söylentileri yer almıştır. II. Abdülhamid’in 1906
senesinde hastalığının duyulması üzerine olası vefatı düşünülerek meseleye olan
ilgi daha da artmıştır. Dönemin en önemli iddialarından birisi de Almanya’nın
Burhaneddin Efendi lehinde veraset sisteminin değişikliğini destekleyeceğine
yöneliktir. Bundan sonra mesele sadece basın üzerinden takip edilen bir gündem
olmaktan çıkarak diplomasinin de dâhil olacağı bir hal almıştır. İddialardan en
fazla endişe duyan devlet ise bu dönemde Almanya ile rekabet halinde olan Fransa
olmuştur. Almanya’nın desteği iddialarına tepki gösteren Fransa Dışişleri
Bakanlığı, öncelikle duyumların temelini sorgularken sonrasında diğer
hükümetler ile görüşerek konu üzerinde uluslararası bir dış müdahalenin
olasılığını tartışmaya açmıştır. Bu makalede, II. Abdülhamid döneminde Osmanlı
veraset sisteminin değişikliği üzerine Avrupa basınında yer alan iddialar
açıklanacak ve konuya en fazla önem veren Fransa Dışişleri Bakanlığı’nın
faaliyetleri çerçevesinde devletlerin yaklaşımları ortaya konacaktır
