Abstract: Les décideurs publics contemporains gouvernent des démocraties sous tensions. Qu’il s’agisse d’une crise, d’une fatigue ou d’une mutation, le lien qui unit gouvernants et gouvernés est aujourd’hui largement considéré comme sujet à transformation.
