Our analysis explores the rise of the Yellow Vest movement as a collective response to perceptions of growing levels of economic inequality in France whereby collective action is triggered by the perceived illegitimacy of the growing gap between the 'haves' and 'have-nots'. We highlight different psychological processes that might explain why concerns about economic inequality have become more salient. We focus on two dynamics in particular: (a) President Macron's perceived alignment with the elites and disconnection from ordinary French people, and (b) historically dominant collective narratives that frame growing inequality as breaking with long-standing values and norms of equality. Both processes enhance 'us' (the victims) versus 'them' (the elite and those that are not true to national values of equality) categorizations along wealth lines whereby, 'us' becomes a broad category. To explain why the movement continues to go strong, we focus on ongoing intergroup processes (i.e., the police response, lack of support from intellectuals and the middle class) and intragroup processes (i.e., the movement brings together all those who self-categorise as victims of inequality, uniting those that may at other times be seen as 'strange bedfellows'). We conclude that a proper understanding of the way in which economic inequality might divide society creating new intergroup dynamics is essential to understand the Yellow Vest movement.

In the context of neoliberalism and its consequences for the economy and for democracy, this article offers a distinct framing of the political nature of the French “Yellow Vests” (Gilets Jaunes) movement. Fundamentally, the movement should be understood as a popular and radically democratic response to the growing social inequalities of top-down austerity governance. The movement, which began in 2018, was spontaneous, autonomous, and decentralized, made up primarily of loosely connected citizen networks and popular committees not bound by political affiliation, social class, or age group. Responding to the neoliberal policies of the government of President Emmanuel Macron, symbolized by an unpopular fuel tax, the Yellow Vests quickly developed into a wide-ranging movement with diverse forms of action and organization. Despite a carrot-and-stick response from the government, the movement continues to the present, though its impact was greatest in the first year, which is the focus of this paper. Difficult to classify, we understand the Yellow Vests as an instantiation of “popular politics”, or an atypical social movement, primarily defined by and significant for its ardent anti-austerity and pro-democracy positions. The movement is only misleadingly labeled populist or associated with populism; there is a collective intellectual awakening of political consciousness, with participants and supporters articulating their structural dispossession and setting out to strengthen their common good through collective action and more direct democracy, not through party politics or existing institutions, nor through charismatic leadership or other forms of centralized or top-down politics. The Yellow Vests therefore signify the prospect of democratizing democracy, or re-democratizing democracy, in the face of the legitimacy deficits of neoliberal governance.

Mapping public support for climate solutions in France

Although successful sustainability transitions depend on public support, we still know little about citizens' opinion on specific climate solutions. Existing research often focuses on the problem perception of climate change rather than analyzing attitudes toward individual climate solutions. Studies also largely use closed questions to assess public opinion, posing a problem of ecological validity. Here, we address these gaps by leveraging data from a large-scale public consultation process, the “Grand Débat National”, launched by the French government in 2019 in response to the Yellow Vest movement. Combining structural topic modelling, dictionary-based automized text analysis and qualitative coding, we map the salience and directionality of public opinion on climate solutions, and related policy instruments. We find that consultation participants perceive climate change as the most salient environmental problem. Transforming the transport and energy sectors ranks highest as solutions for addressing climate change. For these two sectors, substitution-based climate solutions - as opposed to sufficiency- or efficiency-based measures - are most salient. For instance, participants stress the need to switch to battery electric vehicles or transition to renewable energy technologies for power generation. Our findings demonstrate a strong public consensus on most substitution-based climate solutions, except for the role of cars and nuclear energy. While the majority of participants does not explicitely link climate solutions to specific policy instruments, we find preferences for authority-based measures in the context of phasing out polluting technologies, and treasury-based measures for supporting innovation and phasing-in low carbon technologies. We conclude that current policy output in France arguably does not align with the detected widespread support among citizens for ambitious and predominantly substitution-based climate policy.
