“…Em outras palavras, os elementos para criação de políticas públicas são a identificação de um problema na sociedade e a formulação de diretrizes para solucionar o problema público (SECCHI, 2011(SECCHI, , 2016, os quais fazem parte também do ciclo de políticas públicas, em geral composto por: (a) identificação de um problema, (b) formação de agenda, (c) formulação de alternativas, (d) tomada de decisão, (e) implementação, (f) avaliação, e (g) extinção (SECCHI, 2011). Ademais, um dos enfoques utilizados na estruturação e análise de políticas públicas se fundamenta na abordagem racionalista, principalmente quando combinada à epistemologia do positivismo (CLEMENTE, 2018;SECCHI, 2011SECCHI, , 2016SOARES;EMMENDOERFER, 2013), pois possibilita maior proximidade com as ferramentas de gestão governamental que buscam mensurar tanto problemas quanto alternativas com propostas de soluções.
