Zusammenfassung: Der Literaturbericht strukturiert die breite wissenschaftliche Debatte zur uSaußenpolitik nach dem 11. September 2001. im Fokus des beitrags stehen unterschiedliche erklärungsansätze zu den ursachen und Folgen des War on Terror. Dieser problemorientierte Zugriff ergibt sich aufgrund der äußerst heterogenen Debatte, die keineswegs den bisherigen Strukturprinzipien von außenpolitik-und ib-Forschung folgt, sondern sich von ihnen emanzipiert hat. Durch die disziplinäre Öffnung kann die inhaltliche Diskussion durch die integration neuer argumentationsmuster erheblich bereichert werden.Abstract: the review article systematizes the current academic debate on u. S. foreign policy after 9/11. the main focus lies on different explanations of the causes and consequences of the "war on terror". Hurricane Katrina struck the United States at the end of August 2005. The consequent devastation appeared to be beyond the US government's ability to cope with and aid was offered by several states in varying degrees of conflict with the US. Hurricane Katrina therefore became a potential case study for 'disaster diplomacy', which examines how disaster-related activities do and do not yield diplomatic gains. A review of past disaster diplomacy work is provided. The literature's case studies are then categorised using a new typology: propinquity, aid relationship, level and purpose. Hurricane Katrina and its aftermath are then placed in the context of the US government's foreign policy, the international response to the disaster and the US government's reaction to these responses. The evidence presented is used to discuss the potential implications of Hurricane Katrina disaster diplomacy, indicating that factors other than disaster-related activities generally dominate diplomatic relations and foreign policy.

This is the accepted version of the paper.This version of the publication may differ from the final published version. This article makes the case that several individuals influenced by Strauss exercised considerable influence in the fields of intelligence production, the media and think tanks, and traces the ways in which elements of Strauss' thought are discernible in their interventions in these spheres. It further argues that Strauss' political philosophy is of broader significance for IR insofar as it can be read as a securitising response to the dangers he associated with the foundationlessness of the modern condition. The article demonstrates that the politics of this response are of crucial importance for contemporary debates between traditional and critical IR theorists. Permanent repository link:
